A local government organization in Cardiff is seeking a Development Contracts Manager to oversee procurement for building maintenance services. The role involves managing contractor performance, ensuring compliance with council requirements, and requires public sector procurement experience, strong analytical, and communication skills. You will be expected to manage multiple tasks effectively within Housing and Communities. This is a permanent full-time position that offers a diverse and engaging work environment.
The Team is responsible for the sourcing strategy and procurement of fit-for-purpose contractual arrangements for building maintenance services for a number of operational teams within Housing and Communities.
The team is also responsible for the effective contract management of appointed the contractors.
The role is very diverse and involves the procurement of suitable contractual arrangements for building maintenance services in accordance with both Council and legislative requirements; and effectively communicating and working with the operational delivery teams to ensure that the arrangements are fit for purpose. The role also involves the management of appointed contractors in accordance with the terms and conditions of the relevant frameworks. This includes analysis of performance data, creation of contractor performance reports, managing contractor improvement plans and the claiming of performance deductions where a contractor fails to achieve the required level of performance.
The Development Contracts Manager will also learn the role of the Project Manager to act as a deputy and to future proof the team.
We seek a talented and enthusiastic individual. The ideal candidate should have practical experience of public sector procurement in a social housing sector and be confident in managing multiple tasks simultaneously. They must possess strong contract management and analytical skills, work well with teams and other stakeholders, as well as possessing excellent communications skills.
