A local government council in Norwich is seeking an experienced Procurement Specialist to lead best practice in sub-threshold procurement and contract management. In this key leadership role, you will manage a small team and work closely with departments to ensure compliance with procurement law. We are seeking an experienced and influential Procurement Specialist to lead best practice in sub‑threshold procurement and contract management. This is a key leadership role within our central Procurement Team, managing a small team and working closely with departments across the Council to ensure compliance with procurement law and our Contract Standing Orders.
You will develop and improve protocols and templates for competitive quotation exercises, provide bespoke support for medium‑value contracts, and oversee the team responsible for managing purchase orders in Oracle. This is an opportunity to shape procurement practice and deliver real value across a £1.1bn spend portfolio.
You will have strong influencing skills, excellent communication abilities, and proven experience in procurement within a large organisation. You’ll be confident leading a team and driving compliance and improvement initiatives.
