Job description

We are looking to hire a Senior Transport Planner in our Edinburgh team.

Pell Frischmann is a leading international multi-disciplinary consultancy with a rich history of delivering innovative and sustainable solutions across the built and natural environments. With a strong and growing presence in Scotland, our Scottish team works across the mobility sector focused on the development of transport policy, strategy, business cases, development planning, energy and developing innovative tools to shape a more sustainable and well-connected future. Celebrating our centenary year in 2026, this is an exciting time to be in team Pell Frischmann locally and nationally.

The differentiators of working for Pell Frischmann…

  • We think local and work local with our project teams similarly resourced on this basis. With our work wholly delivered in the UK, this ensures the continued development of our early to mid-career professionals, and lots of opportunities for ‘hands-on’ learning.
  • We provide hands-on senior staff input throughout delivery, bringing continual learning and mentoring for our early to mid-career professionals.
  • All that we do is underpinned by our Noble Purpose where the hard work of everyone across the business actively generates sustainable funds to reinvest in protecting the environment. Locally we embed this purpose and positive ethos it brings into in the way we operate, the way we think and how we go about delivering our projects.
  • We do more than simply collaborate with clients; we also work as an extension to their team providing more opportunities to ‘see things from the other side’ and gain more skills early on.
  • We adopt an agile business model and culture, which is non-bureaucratic, innovative, and pragmatic that empowers opportunities for all.
  • We do not stand still - innovation is an underlying cornerstone of our business and which everyone in a delivery role is empowered to bring to all projects where there is the opportunity regardless of individual size or ‘gloss’.
The Role

The Senior Transport Planner will be a key consultant within our transport planning team, responsible for delivering technical transport studies, assessments, and modelling to support our clients, primarily within the energy, commercial, and residential development sectors. The role is focused on the early stages of the planning process, from site feasibility through to planning application submission. The role would come with the opportunity to further your expertise also supporting our public sector clients ranging from policy development, research, innovation tools, appraisal and engagement.

Key Responsibilities
  • Development Planning & EIA:
    • Support the preparation and submission of Traffic and Transport Chapters for Environmental Impact Assessments (EIA), particularly for large-scale energy or infrastructure projects (e.g., wind farms, solar farms, battery energy storage system (BESS) sites and grid connection sites).
    • Prepare comprehensive Transport Assessments (TAs) and Transport Statements (TSs) to support planning applications for energy, commercial, residential and industrial developments.
    • Conduct site visit appraisals, feasibility studies and due diligence checks for prospective land acquisitions in the context of transport requirements.
  • Traffic Engineering & Modelling:
    • Undertake detailed capacity and operational analysis using industry-standard junction modelling software, including ARCADY, PICADY and LINSIG.
    • Develop and test geometric solutions for site accesses, internal layouts, and off-site highway mitigation measures in accordance with Design Manual for Roads and Bridges (DMRB) and local authority standards.
  • Client & Stakeholder Management:
    • Serve as the primary technical contact for transport-related project tasks, liaising directly with private sector clients, architects, and multi-disciplinary project teams.
    • Engage and negotiate effectively with local and national highway authorities (Transport Scotland) and planning officers to secure technical approvals.
  • Project & Financial Management:
    • Manage project budgets, timelines, and resourcing for transport work packages, ensuring profitable and timely delivery of consultancy outputs.
    • Contribute to tender submissions, fee proposals, and scoping out of transport-related requirements for new energy and infrastructure projects.
