Keep Derbyshire Moving: Network Coordination Lead

We’re looking for a highly skilled Network Coordination Lead to manage the Council’s Network Intelligence Centre (NIC) and deliver essential resilience functions for Derbyshire’s highway network. This is a unique opportunity to lead a team that responds to severe weather, civil emergencies, and major incidents, ensuring the network remains accessible for residents, businesses, and the local economy. You’ll make time‑sensitive decisions under pressure, coordinate multi‑agency responses, and drive innovation in traffic management and winter service operations.

• Lead the operational management of the Network Intelligence Centre on a 24/7/365 basis.
• Oversee the Council’s statutory winter service, including critical decision‑making for treatments and emergency responses.
• Manage real‑time traffic coordination, including temporary signals, public transport information, and air quality monitoring.
• Mobilise resources during severe weather and major incidents to protect public safety.
• Drive the use of technology and data analytics to improve situational awareness and optimise traffic flow.
• Manage operational budgets for winter service and emergency response, ensuring value for money.
• Build strong partnerships with emergency services, contractors, and internal teams to deliver coordinated resilience plans.

• Proven experience in highways resilience and winter service management.
• Strong leadership skills with the ability to manage and motivate a multi‑disciplinary team.
• Excellent decision‑making under pressure, supported by analytical and problem‑solving skills.
• Comprehensive knowledge of highways legislation, Civil Contingencies Act, and health and safety requirements.
• Exceptional communication skills to engage with senior managers, elected members, and the public during critical events.

• Relevant professional qualification (e.g., HNC/HND/Degree) in Civil Engineering, Transport Planning, or Emergency/Disaster Management.
• Significant experience in highways resilience and operational management.
• Demonstrable experience managing budgets, emergency plans, and multi‑agency partnerships.

• Membership of a relevant professional institution (ICE, IHE, CIHT).
• Health & Safety qualification (IOSH/NEBOSH).
• Experience with weather forecasting systems and decision‑support software.
