About Us (WMA)

The Water Management Alliance (WMA) is a group of like-minded Internal Drainage Boards (IDBs) who share vision,
values and standards and have chosen to jointly administer their affairs in order to reduce costs, strengthen
their own organisations and increase influence at both regional and national level. An overview of the WMA can be

Internal Drainage Boards (“IDBs”) are local public authorities that manage flood risk and land drainage within
areas of special drainage need in England. IDBs undertake a vast range of vital work to reduce flood risk and
manage water in a way that meets the local needs of residents, businesses and agriculture in accordance with their
environmental duties whilst enhancing ecological wellbeing of their districts.

About the role

Senior Projects Engineer – central to the planning, design and management of a diverse range of project work from river restoration and natural flood management to flood defence work. Your work will span Flood Risk Management, Natural Flood Management and River Restoration, as well as a range of flood defence and catchment-based initiatives.

Main responsibilities include:
  • Working with partners, stakeholders and external clients to develop projects
  • Technical design of schemes and individual projects
  • Production of AutoCAD drawings and pre-construction information
  • Provide the role of Designer and where necessary Principal Designer in accordance with the CDM Regulations
  • Work with the operations teams to enable the delivery of the works on site
  • Work with our Flood Risk Engineers in the planning and design of projects to share and manage workload and support their professional development
  • Be the project manager / lead for specific standalone projects and or support our Flood Risk Engineers to do the same
  • Administer relevant contracts and agreements
  • Promote the work of the WMA and tender for work with external clients when suitable opportunities arise
  • Provide financial management of projects with support from the WMA finance team
  • Coordinate with partners and stakeholders to seek external project funding or support funding bids
  • Involvement with the preparation and promoting of grant applications/work programmes for submission to DEFRA/EA and other bodies
  • Coordinate and liaise with our supply chain (suppliers, contractors and consultants) to aid efficient and timely delivery of projects
  • Being aware of the required 3rd party consents and constraints upon our project delivery and having the ability to obtain these permissions in a timely manner in accordance with the delivery programme
  • Adherence to all relevant health, safety and environmental standards and legal requirements as set by the Board and wider industry
  • To be an advocate of high standards of health, safety and environment and impress this upon the working project teams established to achieve the maximum outcomes for people, project and the environment
  • Dealing with queries, undertaking routine correspondence, and liaising with the public
  • Assisting with the running of the drainage boards within the Eastern region. This could include involvement with the maintenance, repair and replacement of the Boards assets.
  • Responding at times of emergency, as and when necessary or required
  • Assisting with the preparation of reports for Board meetings and representing the Boards at internal and external meetings as and when required
  • Keeping knowledge current and up to date, by way of continuous professional development (CPD)
  • Carrying out specific projects, research and any other duties that may reasonably be required by the Area Manager, the Chief Executive or the Board.
Person Specification:

Qualifications:

  • A relevant degree or HND/HNC in an engineering related subject OR significant relevant industry experience
  • Chartered Engineer (IEng, CEng MICE or IEng, MCIWEM)
  • CITB 5-day Site Management Safety Training Scheme (SMSTS)
  • CSCS card
  • Experience working with land drainage engineering techniques and surface water management.
  • Membership with a professional accreditation body (e.g. ICE, CIWEM)

Experience:

  • A minimum of 3-5 years experience working in a technical role within the water or construction industry, a Local Authority or a risk management authority such as the Environment Agency
  • Experience liaising, corresponding and negotiating with a variety of stakeholders
  • Experience in producing technical drawings
  • Experience interpreting plans, model outputs and other technical information
  • Experience in managing projects, budgets, consultants and public expectation
  • Experience in producing basic bills of quantities and cost estimates
  • Experience in producing method statements and risk assessments
  • Knowledge and experience of river restoration and environmental improvement projects
  • Experience in the application, administration and management of NEC ECC and PSC contracts
  • Experience of managing delivery of small (~<£100k) to medium value (~<£700k) civil engineering projects in the flood risk or drainage industry
  • Experience in managing higher value projects (~>£700k)

Skills & Knowledge:

  • Ability to competently use computer software such as Microsoft packages
  • Ability to produce technical drawings using AutoCAD software
  • Understanding of the Construction Design & Management (2015) Regulations and its implementation
  • Ability to analyse, interpret and communicate complex material, as well as having a methodical approach to work, demonstrating an attention to detail as well as accuracy in record keeping
  • Well-developed written and spoken communication skills (including letter writing, presentation skills and interpersonal communication)
  • Ability to work well with others both internally and externally
  • Ability to prioritise effectively and organise workloads to meet deadlines and to remain calm under pressure.
  • Understanding of Health and Safety and Environmental legislation and regulation
  • A full and valid driving licence
  • Ability to work independently
  • Outcome focused and able to provide practical solutions to complex issues.
  • Knowledge of GIS software
  • Ability to collect data and set out using survey equipment
  • Knowledge of drainage, flood and coastal defence and water level management
Other Job Information:
  • You must be physically fit to walk around watercourse and drainage catchments sometimes in inclement weather conditions. Such areas are potentially difficult to access, dirty, remote and/or subject to dense vegetation
  • On occasion the post holder will be expected to work outside of ‘normal’ office hours to represent the Water Management Alliance and its member Boards at public meetings, events and committees
