Job description

To support the Head of Procurement in delivering a high-quality and effective procurement function for the organisation. The post holder will manage the end-to-end procurement process, from tender preparation and supplier selection to contract award, management, and review, ensuring compliance with Trust Standing Financial Instructions (SFIs) and public procurement legislation.

The role includes maintaining the Trust contracts register, ensuring timely contract reviews, delivering value for money, and supporting the development of procurement policies and processes. The post holder may manage staff within the department and provide guidance to colleagues.

Key Responsibilities

Lead and manage formal tender and quotation processes, including specification drafting, supplier evaluation, award reporting, and contract implementation.

Plan, facilitate, and chair complex meetings with suppliers, contractors, collaborative organisations (e.g., NHS Supply Chain, Crown Commercial Service), and other Trusts.

Conduct high-value and complex procurements, including support for capital programme delivery.

Identify efficiency, savings, and rationalisation opportunities through data analysis and stakeholder collaboration.

Maintain and manage the Trust contracts database, ensuring contracts are renewed and reviewed in a timely manner.

Provide professional advice on procurement matters, including non-competitive waivers and compliance with procurement legislation.

Deliver high levels of customer service to internal and external stakeholders, responding proactively to enquiries.

Support procurement strategy adoption and compliance across the organisation, including reinforcement of purchasing policies and best practice.

Manage, mentor, and support procurement staff, including induction, training, and professional development.

Deputise for the Head of Procurement as required.

Participate in procurement-related user groups, standardisation reviews, and evaluation of new products.

Prepare reports on procurement performance, savings, and progress against work plans.

Ensure confidentiality, ethical practice, and adherence to professional standards at all times.
