Responsibilities
General Duties
  • Ensure all services for the full and effective operation of properties comply with lease provisions and Management Surveyor agreements.
  • Prepare, monitor and reconcile service charge budgets in partnership with the Management Surveyor, following the RICS Code of Practice.
  • Engage regularly with occupiers, keep them informed of all works and services, and update tenant contacts, key holders and fire‑safety responsible‑person lists.
  • Deliver excellent customer service to occupiers and clients.
  • Use REFIM software to complete actions, inspect buildings regularly using the agreed common‑parts responsibility areas.
  • Proactively manage fault reporting and daily Service‑desk interactions.
  • Review contractor SLA & KPI results monthly, provide feedback to the Regional FM Lead.
  • Raise and supervise insurance claims with the Management Surveyor.
  • Assist site‑specific reporting as required by Management Surveyors.
  • Attend client meetings as required.
  • Monitor energy and water consumption and champion sustainable operation.
  • Co‑operate and liaise with local authorities, businesses and associations as necessary for successful building operation.
  • Share knowledge and experience with the wider Avison Young FM team, providing information to colleagues and the team.
Contract Management
  • Attend supplier review meetings, take ownership of contract performance, inspect site records, method statements and contracts, monitor SLAs & KPIs, and benchmark value and suitability.
Compliance Health & Safety
  • Maintain all safety records, statutory inspections, reports and documentation for appointed areas.
  • Annual Health and Safety Risk Assessment.
  • Asbestos Register and Management plan.
  • Fire Risk Assessment or Audit.
  • Legionella Assessment.
  • On‑site Logbooks.
  • Fire Safety records.
  • Water Hygiene records.
  • Permits to Work (PTW) records.
  • Mechanical and Electrical Engineering maintenance records.
  • Cleaning reports and method statements.
  • Report unsafe acts/defects immediately.
  • Witness weekly fire alarm, emergency light, sprinkler valve tests and evacuation drills on a rotational basis.
Environmental
  • Review electricity and gas consumption with the energy consultant and Avison Young Environmental Policy.
  • Conduct regular audits of properties and develop plans for building enhancement, security measures and energy‑saving initiatives in line with the policy.
Budget Control
  • In agreement with senior management and clients, instruct external advisers to prepare ten‑year service charge expenditure plans.
  • Determine priorities for repair, enhancement and modification of building services and equipment.
  • Approve and monitor service charge expenditure within authority levels.
  • Assist in preparing service charge budgets, reviewed by FM or Senior FM, following the budget calendar at least 14 weeks before year‑end.
  • Cover other client buildings when necessary.
  • Perform other duties as directed from time to time.

  • H&S trained to IOSH Managing Safely (desirable but will be provided if not).
    Experience working as part of a team in a multi‑site FM environment.
  • Well‑developed IT skills.
