Overview

MEICA Delivery Manager at Costain Group PLC via CMDP+. CMDP+ is a joint venture between MWH Treatment and Costain Group delivering schemes to maintain and improve Southern Water’s water supply and wastewater treatment works in the South and Southeast regions.

CMDP+ is strengthening its Commissioning team with a MEICA Delivery Manager for the Southern Water Framework. The Joint Venture will deliver a programme of works up to £1bn over the 5-year AMP8 period (2025 – 2030), including heavy civil engineering and mechanical and electrical activities.

The MEICA Delivery Manager plays a critical role in ensuring that systems and components are designed, installed, tested, and verified to meet project requirements. This role bridges design, construction, and operational performance.

Responsibilities
  • Project Leader: act as the central figure coordinating the MEICA and Commissioning aspects of the project during the Pre-construction phases.
  • Ensure alignment between design intent and commissioning goals, driving the project toward successful system handover.
  • Technical Reviewer: oversee and validate the design to meet functional requirements, safety standards, and operational needs of water systems; identify and resolve design inconsistencies.
  • Construction and Commissioning Strategist: develop a detailed commissioning strategy and plan; understand and collate project and compliance risks; develop sequencing information for Project Managers and Planners.
  • Quality Assurance Advocate: champion QA processes across design and commissioning to meet regulatory and industry standards.
  • Coordinator and Facilitator: liaise between stakeholders (design team, contractors, suppliers, client) for the project lifecycle; coordinate integration of civil, mechanical, electrical, and control systems for smooth delivery.
  • Problem Solver: proactively address challenges in design or commissioning to mitigate risks to timelines and outcomes.
  • Compliance: ensure compliance with statutory requirements, water industry standards, environmental regulations, and safety guidelines; verify alignment with legal and contractual obligations.
  • Safety: ensure appropriate resources and competencies are in place; identify and escalate specialist activities to AE’s and SHEQ teams.
  • Training: identify competencies for key project players and assess training requirements using GAP analysis.
