THE TEAM

JSM Group is at the forefront of delivering cutting-edge telecommunications and utilities infrastructure across the UK. As we continue to grow, we're seeking a dynamic Head of Civils to lead the operational and strategic delivery of civil engineering works in our fast-paced telecoms division. This role will lead multidisciplinary teams and ensure projects are delivered safely, efficiently, and to the highest quality standards.

SCOPE OF ROLE

Reporting to the Head of Operations, you will oversee all civil engineering activities for telecoms infrastructure projects, from ducting and cabling to reinstatement and handover. You will take full ownership of team leadership, programme delivery, stakeholder engagement, and health & safety performance, driving operational excellence and continuous improvement across our civils function.

HOW YOU’LL SUCCEED
  • Lead strategic planning and implementation of civils strategy for telecoms delivery
  • Oversee end-to-end project delivery: from planning and execution to completion
  • Inspire, mentor, and manage a team of Project Managers, Site Engineers, and field staff
  • Drive a culture of Zero Harm and SHEQ excellence, ensuring full compliance with CDM, NRSWA, and HAUC
  • Build strong, collaborative relationships with clients, local authorities, and subcontractors
  • Control project budgets, resource planning, procurement, and commercial reporting
  • Monitor and assure quality across all civil works
  • Promote innovation, sustainability, and continuous improvement in all areas
  • Provide regular performance updates to senior leadership, tracking KPIs and risks
WHAT IT TAKES
  • Minimum 8 years in civil engineering, including 5+ years in senior leadership roles
  • Strong background in civil works for telecoms infrastructure (ducting, cabling, reinstatement)
  • Experience managing multi-site, large-scale infrastructure projects
  • Proven ability to lead teams and create a performance-driven culture
  • Sound commercial awareness with contract management skills (NEC highly desirable)
  • Expertise in NRSWA, CDM 2015, HAUC, and other relevant standards
  • Excellent communication, negotiation, and problem-solving skills
  • Degree in Civil Engineering or related field (Chartered status preferred)
  • Full UK driving licence (travel to project sites required)
DESIRABLE
  • Experience with fibre optic network rollouts or 5G infrastructure
  • Knowledge of sustainability best practices in civil engineering
  • Familiarity with MS Project or Primavera for programme planning
  • Skilled in resolving complex stakeholder issues and promoting collaboration
