JOB SUMMARY

This role supports the CEHS Programme Lead in implementing and managing Construction HSE (Health, Safety, and Environmental) projects and programs for a large national/international corporate client. As a regional Construction EHS Programme Manager, you will represent the client and be responsible for:

  1. Project Oversight and Governance: Supporting the implementation of the client's Project Guide & Global Playbook (Design Standards) throughout the project lifecycle across the EMEA region. This involves active engagement (oversight and governance) with Design Team members and Principal/General Contractors.
  2. Lifecycle Scope: Managing projects from Technical Due Diligence & Concept Design through Construction and Practical Completion, including the Transition to Operations (TTO) phase.
  3. Advisory & Collaboration: Providing expert advice, guidance, and fostering collaboration with all design team partners and construction contractors. You will promote a risk-averse approach to managing all construction program elements, ensuring alignment with the client's interests.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Program Support & Evaluation: Assist the CEHS Team leadership by providing oversight and governance on Construction HSE programs and initiatives, ensuring compliance with regulatory requirements and the client's Health, Safety & Environmental duties. Review and evaluate existing and new CEHS programs, recommending necessary changes.
  2. Project Stakeholder Management: Collaborate with the construction HSE team, Project Executives (PE), Project Managers (PM), and other key stakeholders to manage all aspects of Real Estate Design & Delivery works. This includes new site planning, building technical due diligence, existing building fit-out design and development, and demolition & construction stage contractors, for more timely and thorough HSE risk management.
  3. Local HSE Service Management: Support client Project Executives (PE) & construction Project Managers (PM) in engaging local HSE services, ensuring their competency, and verifying they provide professional services to facilitate the safe planning, construction, commissioning, and handover of buildings and facilities. All in line with the client's Minimum Performance Requirements (MPR).
  4. Contractor Collaboration: Collaborate and actively engage with Principal Contractors, Main Contractors, General Contractors, and Sub-Contractors to identify and mitigate health, safety, and environmental risks throughout the project lifecycle.
  5. TTO Efficiencies: Work with the client's Regional HSE Operations teams to improve Construction HSE program implementation, especially during the Transition to Operations (TTO) phase.
Reporting & Performance Monitoring
  1. Performance Metrics: Monitor injury, illness, and incident-related performance within the assigned project remit, market area, or other designated area. Analyze Contractor/Vendor performance for trends and implement strategic solutions to improve results.
  2. Program Support: Support the management, development, and implementation of Construction HSE programs and initiatives to meet regulatory requirements and the client's HSE needs.
  3. Documentation & Compliance: Oversee HSE plans, playbooks, and procedures for the account, ensuring they are current, complete, and effectively implemented. Monitor HSE regulatory compliance within the assigned area, communicate findings, and assist in implementing solutions to maintain compliance.
  4. Reporting: Prepare and present (weekly/monthly) progress reports, including output and trend analysis of performance data and accident statistics. Provide construction project-related HSE data to client account lead(s).
  5. Cost & Quality Improvement: Identify opportunities to reduce costs while enhancing HSE and service quality for the client/account.
Safety Culture & Leadership
  1. Safety Promotion: Promote safety among employees by providing data, conducting meetings, giving feedback, and visibly supporting safety programs.
  2. Leadership: Provide effective leadership through communication, coordination, and collaboration. Build partnerships with staff and employees, acting as their HSE subject matter expert.
SUPERVISORY RESPONSIBILITIES

This role does have direct reports. However, you are expected to represent the company and the client's interests, leading by example and demonstrating behaviors consistent with the company's values.

COMMUNICATION SKILLS
  1. Excellent written and verbal communication skills.
  2. Strong organizational and analytical skills.
  3. Ability to provide efficient, timely, reliable, and courteous service.
  4. Ability to effectively present information and respond to sensitive issues.
  5. Building and maintaining strong, personable relationships with clients and key stakeholders is crucial for success.
TRAVEL
  1. This role requires international travel within the EMEA region (approximately 20%).
  2. The role is hybrid, allowing for remote work. The expectation is a minimum of 3 days per week spent on-site, with flexibility to adapt to the evolving needs of the project portfolio.
