Minimum Title/Experience Requirements: Hold a professional degree in architecture or engineering, possess an architectural license or be NC registered as a Professional Engineer. Additionally, minimum of ten years experience in architectural or civil engineering design, and five years experience in direct oversight of construction projects.

Primary Purpose of Organization Unit

Under the supervision of the Assistant Vice Chancellor for Facilities, Facilities Management is comprised of two departments; Facilities Operations & Maintenance and Facilities Planning, Design & Construction. The primary mission is delivering required services, financial oversight, and providing a liaison with appropriate Federal, State, and local agencies on matters related to planning, construction, operating and maintaining the physical campus environment. Facilities Management strives to provide a safe, clean, accessible, and attractive environment which enhances the abilities of academic and administrative departments to provide a personalized education experience.

Primary Purpose of Position

The Director of Facilities Planning, Design and Construction is responsible for conducting facilities planning and directing capital construction activities at the university. This includes planning new construction, renovations, space occupancy, inventory, and utilization; developing proposals for new construction, improving existing facilities; coordinating selection of architects and consultants; serving as liaison and overseer of construction contractors; coordinating with University units, the State Construction Office, the N.C. Department of Insurance, local and state approval agencies, and other offices. The incumbent also handles project cost estimating, budget control, and contributes to the formulation of the University biennium C.I. budget requests.

Job Description
  • Directly supervise five permanent construction project managers, an engineering/architectural technician, a facility planner, and a business officer.
  • Manage all phases of capital improvement projects from inception through construction completion.
  • Define building programs, including requirements for space, equipment, and infrastructure.
  • Provide input into project budgeting, track formal budget approvals, manage project spending, and process payments to designers and contractors.
  • Establish project schedules, monitor status, and expedite processes as needed.
  • Oversee designer selection: advertising, short‑listing, interviews, and architectural design work on small projects.
  • Support building users to ensure project outcomes meet their needs.
  • Coordinate and reconcile university review comments at all design phases; mediate conflicting comments and secure approvals.
  • Act as primary point of contact between designers, contractors, and university agencies.
  • Receive and negotiate construction bids, select contractors, and support contract award processes.
  • Conduct post‑mortem reviews of completed projects and contribute to budget estimating for future construction.
  • Coordinate space planning and management with the facility planner.
  • The position is mandatory personnel for university operations during adverse weather or emergency events.
Management Preference

Minimum of 7–10 years of progressive experience in design and construction project management, preferably in higher education, government, or institutional settings.

Lic or Certification required by statute or regulation

Must possess an architectural license or be registered as a Professional Engineer in North Carolina. Professional registration requires a professional degree and passing the appropriate state examination.
