Capital Project Accountant

Permanent

£31,022 to £44,075 per annum (Career Grade) (the appointment shall be based on skills, qualifications and experience). 37 hours per week. This is a full-time position, however we applications from those who wish to work part-time or job share.

We are looking for a proactive and confident Capital and Projects Accountant to lead and manage the organisation’s capital and Treasury activities on behalf of the Head of Finance and Audit. You will ensure accurate financial reporting, compliance with regulations, and effective strategic planning for capital resources.

Key responsibilities include maintaining the fixed asset register, managing capital charges and depreciation, and supporting teams with capital investment projects.

You are a Teignbridge District Council fit if you
  • Have a minimum of 2 years’ post-AAT qualification experience in an accountancy or finance environment (ideally within local government).
  • Have a CCAB qualification (e.g., CIPFA) or are actively working towards it.
  • Have proven experience in budget setting, monitoring, and forecasting, with the ability to deliver accurate and timely financial advice.
  • Have strong knowledge of the CIPFA Code of Practice, particularly the capital section of the accounts.
  • Have experience in year-end closedown, preparation of working papers, and responding to audit queries.
  • Have a strong understanding of accounting principles and practices, including Prudential Indicators, Treasury Strategy, and Capital Strategy.
  • Have practical experience with IFRS 16 lease accounting (lessee model, right‑of‑use assets, lease liabilities, and disclosures).
  • Have advanced Excel skills (data modelling, pivot tables, charts) and confident use of Outlook and Word for reporting and communication.
  • Take pride in accuracy and have a methodical, detail‑oriented approach to your work.
  • Communicate clearly and professionally, building strong working relationships with colleagues and partners.
  • Work collaboratively to achieve shared objectives and support team success.
  • Remain calm and focused under pressure, delivering work to a high standard.
  • Are adaptable and willing to learn new processes and systems to improve outcomes.
