A leading public sector organization is seeking a permanent, full-time Quantity Surveyor. The role involves delivering a full range of Quantity Surveying services, including cost estimation and contract documentation preparation. The post-holder will report to the Senior Quantity Surveyor and be responsible for:
Assisting in the delivery of a full range of Quantity Surveying services, including the provision of cost estimates, the preparation of contract documentation, the procurement and evaluation of tenders and quotations, and the audit, preparation, and agreement of interim and final accounts.
Supporting the implementation, management, and review of a range of contracts including measured term contracts, tenders, and quotations in compliance with the Councils corporate procurement policy.
Supporting the management, and delivery of a planned maintenance programme, and bespoke projects for Council assets.
Liaising directly with key stakeholders including department staff, staff in other departments, senior officers, building occupiers, and external contractors and partners on property-related matters where required.
Assisting in the evaluation of tenders and quotations.
The development of interim valuations, costing variations and final accounts and the co-ordination and monitoring of budget estimates.
The Property and Projects Department oversees the council’s capital investment programmes , which include more than 200 live projects valued at over £200 million . Key responsibilities include:
Project Management Unit (PMU) – Operating the Portfolio Office , ensuring the effective delivery of capital projects.
Estates Management Unit – Managing council land, property assets, and investment portfolios , supporting urban regeneration.
Programme Delivery Unit (PDU) – Leading the design, construction, and delivery of physical regeneration projects .
Property Maintenance Unit – Ensuring council buildings remain legally compliant, safe, and fit for purpose .
This department plays a pivotal role in shaping Belfast’s built environment , ensuring council assets are strategically developed and maintained to support the city’s growth.
