Technology Demand and Governance Manager – International Rescue Committee (IRC)

IRC’s Technical Excellence (TE) team, located within the Crisis Response, Recovery and Development (CRRD) Department, supports country program staff through technical assistance and knowledge sharing. TE is organized into four sector teams – Education, Economic Wellbeing, Health, and Violence Prevention and Response – and auxiliary teams for measurement, finance/grant management, and cross‑sectoral program quality.

Core Services
  • Program Design – design state‑of‑the‑art programming using evidence, cost data, and stakeholder expertise.
  • Quality Assurance – partner with measurement teams to develop indicators, review progress, and address implementation challenges.
  • Business Development – design winning bids and consortia, and leverage technical expertise in public events and private meetings.
  • Research & Learning – conduct cutting‑edge research and capture lessons from implementation.
  • External Influence – showcase programs and technical insights to influence humanitarian sector policy and practice.
Job Overview / Summary
  • The Manager serves as a key coordinator and administrator for AI governance, technology demand management, and strategic AI initiatives, ensuring alignments with IRC’s humanitarian mission.
  • Reporting to the PTI Lead, the role facilitates adoption of AI technologies across the organization and coordinates technology demand from program teams.
  • Primary goals: streamline AI governance workflows, deliver strategic AI projects, foster learning around AI innovation, and support technology demand management for improved program outcomes.
Major Responsibilities
  • Administer AI tool governance processes – move requests through approval workflows, convene Governance Committee meetings, identify bottlenecks, and maintain comprehensive records.
  • Coordinate project management for AI initiatives – track deliverables, facilitate cross‑team coordination, organize meetings, and communicate status to stakeholders.
  • Support the AI Community of Practice – create agendas, coordinate speakers, disseminate AI news, manage knowledge repositories, and track engagement metrics.
  • Administer the Technology for Program Central Demand Pipeline – support intake processes, route requests, collect feedback, prepare briefings, and track status.
  • Facilitate cross‑functional collaboration – build relationships across IT, METAL, programs, and country offices, translate between audiences, identify alignment opportunities, and elevate issues.
  • Contribute to strategic planning – provide data‑driven insights on demand patterns and governance trends; prepare dashboards and reports for leadership.
  • Promote responsible and ethical technology use – champion responsible AI practices, integrate ethical considerations, raise awareness of risks, and support guidance development.

Job Requirements
Education
  • Bachelor’s degree in Information Technology, Business Administration, International Development, Project Management, Public Health, or related field required.
Work Experience
  • 5‑7 years of progressive professional experience in project coordination, technology management, program operations, or related fields.
  • Minimum 2 years of experience in the humanitarian, international development, or nonprofit sector.
  • Demonstrated experience managing multiple concurrent projects with competing priorities.
  • Experience with governance processes, demand management, or portfolio management preferred.
  • Previous experience working with IT departments or technology teams strongly preferred.

    • Familiarity with product development lifecycle.
    • Understanding of AI technologies, applications, and implications.
    • Familiarity with AI governance frameworks and responsible AI principles.

    • Experience building, configuring, or managing AI copilot solutions or AI assistant tools preferred.

    • Experience facilitating meetings, documenting decisions, and tracking action items.

    • Experience with project management tools (JIRA, Asana, Smartsheet, Microsoft Project, Confluence) preferred.
  • Communication and Collaboration
    • Excellent written and verbal communication, tailoring messages for diverse audiences.
    • Ability to translate between technical and non‑technical stakeholders.
    • Experience facilitating communities of practice or learning networks preferred.
    • Collaborative mindset and support for colleagues’ success.
    • Understanding of humanitarian principles, operational contexts, and program delivery challenges.
    • Appreciation for technology considerations in crisis and resource‑constrained environments.
    • Sensitivity to data protection, privacy, and ethical technology use with vulnerable populations.
Language Skills
  • Fluency in English required; Arabic, French, and/or Spanish also an advantage.

Working Environment: Standard office environment; hybrid role combining office and remote work.

Compensation: Pay Range (UK based): £45,954 – £53,614. Ranges are based on market, job type, internal equity, and budget.
