Senior Engineer – Electricity Transmission & Distribution

Job summary

Join Ofgem as a Senior Engineer in the Engineering and Technology Directorate and help shape the future of the UK’s electricity networks. This role supports the regulation of electricity transmission and distribution networks, ensuring they are safe, secure, innovative, and deliver value for money. You will lead engineering analysis and provide expert input across policy and regulatory areas, including electricity price controls, network codes, and network innovation projects.

Key Responsibilities
  • Provide high‑quality, timely engineering analysis and recommendations to policy teams.
  • Lead on policy areas directly managed by the Engineering & Technology Directorate, such as technical codes & derogations.
  • Support the delivery of electricity price controls through policy development and investment plan assessment.
  • Engage with network companies to improve network development, including deployment of innovation and strategic innovation competitions.
  • Advise on technical support required for changes to or derogations from network codes.
  • Assist in developing key areas of electricity transmission and distribution regulatory policy.
  • Lead the delivery of key work streams and, where appropriate, manage staff.
  • Present policy and recommendations to senior management.
  • Represent Ofgem at external meetings, conferences and events, explaining Ofgem’s positions.
  • Draft public documents or parts of documents.
Key Outputs and Deliverables
  • Support the delivery of electricity price controls and network regulation.
  • Provide strategic technical input to network innovation initiatives.
  • Contribute to policy development for electricity transmission and distribution.
Person Specification
  • Educated to degree level in a relevant engineering discipline or equivalent industry experience.
  • Relevant experience in at least one of the following areas of electricity transmission or distribution: network or system operations; system design and planning; network codes; network innovation; asset management; performance and quality of service.
  • Expertise in quantitative and qualitative analysis with strong report‑drafting skills.
  • Excellent communication and interpersonal skills, including the ability to explain technical issues to non‑technical audiences.
  • Familiarity with key concepts of economic regulation.
  • Project management experience and skills (though the role is not a project manager).
  • Professional registration (IEng/CEng) or the process of gaining registration.

Salary and Benefits

Salary: £47,895.00 plus £13,875.00 towards membership of the Civil Service Defined Benefit Pension scheme.
