Role Overview

As Senior Risk Officer, you will lead, support and develop the council’s risk management framework, ensuring that strategic, operational, and service level risks are identified, assessed, and managed effectively.

You will work across departments to embed a culture of proactive risk awareness and support informed decision‑making that protects public resources and enhances service delivery.

Key Responsibilities
  • Lead the creation, maintenance and continuous improvement of the council’s risk management framework.
  • Work with key stakeholders within Bristol City Council to produce regular risk management reports.
  • Present risk findings to various committee and board meetings.
  • Collaborate closely with the insurance and claims teams to ensure the risk management framework positively influences the insurance programme.
  • Engage with insurers to support initiatives and recommendations.
  • Own line‑manager responsibility for one member of staff.
Risk and Insurance Team

The team insures the council and processes insurance claims. It operates the claims handling process and cost alignment to ensure appropriate and correct insurance exposures are covered at the right prices through procurement of insurance contracts.

In addition, the team offers risk management advice to the Council and its stakeholders on how to effectively identify, assess and treat risk and make informed and intelligent risk decisions around the council’s people, processes, technology and programmes. The team helps maintain good financial governance through clarity on key risks and implementation of mitigations, informing robustness of estimates and effective decision making.
