The Role

As a Programme Controller, you will play a critical role in enabling the successful delivery of large, complex programmes by leading teams and embedding strong programme controls across Integrated Delivery Teams (IDTs).

Day-to-day, you’ll lead and support project controllers across multiple sites, work closely with IDT leads, provide assurance on delivery performance, and help shape and embed new ways of working across programmes and portfolios. You will also support IDTs managing portfolios or programmes of £100m+, ensuring delivery remains on track and controls are applied consistently across complex projects.

Your responsibilities will include:
  • Leading programme controls delivery across Integrated Delivery Teams (IDTs)
  • Line managing and developing a team of project controllers
  • Providing oversight and assurance on large, complex programmes and portfolios
  • Working closely with senior stakeholders to support delivery and decision making
  • Acting as a change agent to embed new tools, processes and ways of working
Essential experience of the Programme Controller:
  • Proven experience in programme or project controls within complex delivery environments
  • Experience working within Integrated Delivery Teams (IDTs)
  • Line management and performance management experience
  • Confidence delivering controls on large programmes or portfolios £100m+
  • Strong stakeholder management and communication skills
  • Ability to operate effectively in ambiguous and fast-changing environments
Essential qualifications for the Programme Controller:
  • Relevant degree or equivalent professional experience
  • Strong practical background in programme or project controls

This role is 37 hours per week based at PTP (Portsdown Technology Park), Portsmouth. Hybrid working patterns are available. Travel to other QinetiQ and customer sites will be expected.

Portsmouth Technology Park (PTP) is one of QinetiQ’s key facilities, focusing on advanced technology development and engineering services. It is dedicated to research and development, ensuring that complex systems are designed, integrated, and tested effectively to meet operational requirements.
