A public sector organization in London seeks a Head of Capital Delivery to lead a new central team in capital development. This is a role with immense scope and opportunity. We are rethinking our approach to our capital development programme, creating a more centralised approach that will give better corporate oversight of key programmes and how they connect to our strategic priorities for Redbridge. It will give us greater capacity and expertise to grow the programme, linking to ambitious regeneration programmes that include the redevelopment of Ilford town centre and a new civic centre.
At the same time, the Council is undertaking a strategic assets review that will shape a clear strategic asset management plan, including potential sites for development alongside others better suited for disposal.
You’ll lead this new central team, fostering first‑class client relationships with key stakeholders in the organisation, such as Housing, Education and Leisure colleagues. You’ll ensure a consistent approach to managing high‑value projects and that this high‑profile work benefits from expert professional insight and experience and first‑class programme management.
It’s a role that comes with significant scrutiny, so it’s important that you have a good appreciation of the dynamics of operating within a political setting, and that you can negotiate and influence effectively on priorities to achieve consensus.
You will already have a proven track record in managing a capital development programme and, as well as detailed knowledge of appropriate financial, legal and planning processes/regulations, it’s likely that you’ll have a relevant project management qualification. Your technical expertise will be backed up by excellent people skills, a forward‑thinking mindset and the communication skills that together will enable you to articulate a clear vision for this function and secure buy‑in from key stakeholders.
