- STRABAG UK Water is seeking an experienced, motivated, and commercially astute Head of Pre‑Construction to lead and develop the pre‑construction function for the water sector. This senior role offers an exciting opportunity to shape strategy, build capability and play a key role in securing major frameworks and Direct Procurement for Customers (DPC) projects across the UK and Ireland.
- The Head of Pre‑Construction will be responsible for managing and continuously improving pre‑construction activities in line with STRABAG UK governance and 4G‑IQ processes. Reporting to the Water Technical Director, the role will provide technical leadership, operational direction, and sector expertise to deliver high‑quality, compliant, and competitive tender submissions.
Main Responsibilities;
- Lead and manage all pre‑construction activities for the water sector, including bids, ECI, and tender phases.
- Develop winning bid strategies and quality‑led tender plans aligned with client requirements.
- Provide technical leadership across water infrastructure, non‑infrastructure, clean water, and wastewater schemes to develop solutions.
- Ensure full compliance with STRABAG governance, industry standards, client specifications, and regulatory requirements.
- Work closely with commercial, design, estimating, and delivery teams to develop integrated and efficient solutions.
- Review and approve pre‑qualification submissions, tender documents, and technical proposals.
- Drive value engineering, risk management, and innovation throughout the bid process.
- Develop clear construction methodologies and client‑facing technical documentation.
- Lead project coordination meetings and contribute to programme development.
- Ensure compliance with all health, safety, environmental, CDM, and Principal Designer requirements.
Leadership Responsibilities;
- Build, lead, and develop a high‑performing pre‑construction team for the water business.
- Act as a member of the Water Sector Leadership Team.
- Promote collaboration across business units and the wider STRABAG Group.
- Support the development and implementation of robust pre‑construction processes and procedures.
- Provide mentoring, performance management, and professional development for team members.
- Build and maintain strong relationships with water clients, consultants, and supply‑chain partners.
- Capture and communicate client insight to improve service offerings and overall performance.
- Support repeat business through excellent client experience and delivery confidence
