The Civil Works Alliance is an extended delivery enterprise involving Sizewell C and three international construction companies: Balfour Beatty, Bouygues Travaux Publics and Laing O’Rourke. We are more than just an alliance, we are bringing together a single delivery organisation with years of learning and experience from other major complex infrastructure programmes worldwide.

CWA has defined and established a Data & Reporting Strategy in collaboration with the client Sizewell C and are seeking a Date & AI Service Delivery Manager to join the mega project that is Sizewell C.

The Data & AI Service Delivery Manager is responsible for delivering the data services and capabilities that underpin the successful delivery of the CWA strategic programme to establish and evolve data services within the Alliance organisation. The role will orchestrate integration to, and utilisation of, the client’s data platform and services, alongside the Alliance’s own data platform and services. The Alliance data platform operates as a discrete node within the client’s wider ecosystem. The postholder will ensure that strong data foundations are built to enable scalable, ethical, and value‑driven AI capabilities.

Principal Accountabilities, Activities and Decisions

Service Management

  • Lead the delivery of the service required to support the CWA Data & AI Strategy, ensuring alignment with Alliance and client strategic objectives.
  • Take direction from CWA Project Controls on Reporting and Governance priorities
  • Take direction from CWA IT & Data for Integration and wider delivery priorities
  • Hands on project delivery within the CWA IT governance and delivery frameworks.
  • Manage risks, dependencies, and resources across internal, client, and third‑party teams.
  • Oversee the setup and integration of data services across the Alliance node and the client’s data platform.
  • Ensure data architecture, pipelines, and governance models support secure, compliant, and scalable operations.
  • Champion data quality, lineage, and stewardship across shared environments.
  • Manage patterns for both reporting and interface capability

AI Enablement

  • Collaborate with AI and analytics project teams to ensure data readiness for machine learning and advanced analytics.
  • Promote ethical AI practices, including bias mitigation, transparency, and responsible use.
  • Support the development and operationalisation of AI use cases that deliver measurable business value.

Stakeholder Engagement

  • Build strong relationships across the Alliance, client stakeholders, and external partners.
  • Engage Stakeholders to ensure alignment of delivery activities with programme needs.
  • Facilitate programme boards, steering groups, and cross‑functional workshops.

Team Leadership & Capability Building

  • Lead multidisciplinary delivery team including data engineers and analysts
  • Mentor and develop delivery capability within the Alliance’s data and AI space.
  • Foster a culture of collaboration, innovation, and continuous improvement.

Knowledge, Skills, Qualifications & Experience

Knowledge & Skills

  • Proven experience of data service delivery management
  • Strong project and programme management skills
  • Strong understanding of data management principles, including governance, architecture, and integration.
  • Experience working with cloud‑based data platforms, ideally in federated or shared environments.
  • Familiarity with AI/ML lifecycle and data requirements for model development.
  • Excellent stakeholder management and communication skills.
  • Experience working with client‑owned infrastructure and shared data platforms.
  • Knowledge of data privacy regulations (e.g., GDPR) and ethical AI frameworks.
  • Agile and Waterfall delivery experience and certification (e.g., SAFe, Scrum, APM).
