About the Role

We are seeking an experienced regeneration leader to drive the delivery of major estate regeneration programmes across the city. This is a high-profile strategic role, responsible for shaping the future of Council estates, increasing the supply of affordable homes as well as improving the neighbourhoods and places in which our residents live.

You will lead complex regeneration programmes, influence senior decision-making and create partnerships across the city that drive forward regeneration on our estates. This includes identifying new opportunities for regeneration schemes and managing them to completion, as well as working with Homes England, the WMCA and the planning authority to ensure schemes are viable and meet housing need.

Birmingham is a city of both challenge and opportunity and we are looking for a self-starter who understands the housing market and has excellent programme and project management skills. The postholder must be resilient and able to build business cases for change in a robust and highly political environment. The postholder should always focus on developing communities for residents who need them the most, reducing the level of inequality across the city and creating great places to live.

What You’ll Be Doing
  • Set the vision for the future of Council estates, shaping place-based regeneration and increasing affordable housing supply.
  • Lead a portfolio of complex regeneration projects, ensuring delivery to time, budget and governance requirements.
  • Prepare and present business cases, options appraisals and funding bids to secure investment and approval.
  • Advise senior officers, Members and Boards through clear reporting on progress, risks, funding and outcomes.
  • Build and maintain strong partnerships with developers, Registered Providers, funders and professional advisors.
  • Lead procurement activity and ensure schemes are delivered in line with corporate governance and policy.
  • Lead and develop a high-performing team, ensuring resources are aligned to programme priorities.
About You

You will be a senior regeneration professional with strong commercial awareness, political sensitivity and a track record of delivering large-scale housing-led transformation.

You Will Have:
  • Extensive experience leading major estate regeneration, housing development or large capital programmes.
  • Proven success managing complex, multi-disciplinary projects with significant budgets and competing priorities.
  • Strong experience of negotiations, procurement and working with developers, Registered Providers and consultants.
  • A track record of undertaking options appraisals and feasibility studies to shape long-term regeneration pipelines.
  • In-depth understanding of the planning, funding and delivery environment for housing regeneration.
  • Experience operating in a political environment, including advising senior leaders and engaging Ward Councillors.
  • Strong financial, programme and risk management capability, ensuring delivery within tight constraints.
