Job Title: Senior CIL and S106 Officer

Salary Range: £40,737-£55,992

Contract Type: Full time, Permanent

Location:Hybrid – Working from home & Wandsworth Town Hall

Wandsworth and Richmond Councils have an exciting opportunity within the Spatial Planning Service, administering CIL and S106.

There is a variety of different types and scale of development in Richmond and Wandsworth, from the iconic Battersea Power Station and the Ram Brewery to small residential extensions. The Senior CIL and S106 Officer works across both Councils, with an extensive CIL and S106 caseload administering CIL and monitoring S106 agreements that relate to this development. Developer contributions collected ensure necessary infrastructure to support Local Plan priorities can be delivered, whilst planning obligations ensure site specific mitigation of the impacts of new development for the benefit of residents, businesses and the local community.

About the Role:

You will work on a range of case work from householder applications to high profile developments across both Boroughs, providing comprehensive professional advice to colleagues and Senior Managers, and liaising with developers and residents. You will have responsibility for ensuring the Council complies with legislative requirements in administering and collecting CIL and monitoring S106 planning obligations, providing supervision of day‑to‑day tasks of the team to ensure delivery of an excellent service. You will ensure the Councils comply with reporting requirements and internal performance management targets, working to agreed and identifiable timescales.

Essential Qualifications, Skills and Experience
  • You will need a full knowledge of the Community Infrastructure Levy, updated knowledge of S106 agreements and CIL Regulations and how they apply to development.
  • You must have experience administering CIL or S106 agreements, or working in Development Management and supporting colleagues in understanding the application of the CIL legislation.
  • Proven information and management and numeracy skills, with ability to work on detailed calculations in a high‑pressure environment.
  • You will have the ability to work effectively to meet challenging deadlines and competing and changing priorities.
  • A professional approach, with the ability to communicate complex information to a broad range of customers, internal colleagues and senior managers.
  • Advanced knowledge of Excel, and the ability to use a wide range of computer software to carry out the role.
