Leeds Building Services (LBS) is the in-house service provider for construction, repairs and maintenance works across the Council. The service currently delivers Responsive Repairs, Maintenance and Planned Works to Council Houses across various parts of the City and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centers and Children’s Homes across the Authority.

Job Description
Job Purpose:
To support the Team Manager in managing staff to deliver a safe, efficient, cost effective and customer focussed responsive repairs or void service.

The Team Leader will support the Team Manager inmaintainingthe day-to-day operation of the service.

Responsibilities

Assist the Team Manager to deliver business improvement plans, focussing on a range of activities which will deliver Value for Money services to customers and contribute to the delivery of Council priorities.

  • Tobe responsible forundertaking daily supervisory and line management duties including provision ofappropriate tools,resourcesand equipment.
  • To ensure all relevant Health & Safety procedures are being followed andmonitoredon site and recorded/reported asrequiredin line with CDM 2015.
  • Responsible for cost control within the team ensuring costs and value of works are recorded accurately and promptly, processed though theappropriate systemsand invoiced and that commercial performance of the team is to the required levels.
  • Provide advice andmaintainan up-to-date expert awareness and knowledge of a comprehensive range of repairs, maintenance, installation methods, currentlegislationand new innovations asrequired.
  • Toassistthe Team Manager and Works Programmers in organising and planning workloads to ensure that available resources are being deployed in the most effective way.Achieving maximum quality and productivity to deliver the service plan priorities.
  • To ensure contract management plans are adhered to andassistwith the service and contractor review meetings.
  • To provide support and guidance to team members with day-to-day issues in line with LCC policies and procedures.
  • To undertake site visits and surveys todeterminerequirements and provide feedback asappropriate.
  • To train, coach and mentor staff including Apprentices to ensure they haveappropriate developmentplans in place where necessary, in order that they achieve their full potential.
  • To undertake daily line management duties of staff within the teamin accordance withall council policies and procedures ensuring that staff records aremaintainedusing theappropriate documentationand associated guidance.
  • To ensure effective positive and open relationships with staff and trade union representatives in the working environment.
  • To ensure that all operatives and sub-contractors are working to achieve the departmental key performance indicators, working in line with agreed Service Level Agreements, whilst striving to complete works on a right first-time basis.
  • To assistwith investigating and resolving complaintsregardingthe service.
  • Assistin the development and review ofappropriate riskassessments, ensuring that safe systems of work areimplementedas necessary.
  • To investigate and report on incidents and accidents toidentifythe cause and take corrective action to prevent further injury, adverse effects or ill health occurring.
  • Maintaina high levelof personal effectiveness and uphold and promote the name and reputation of Leeds City Council andoperatein accordance withthe Leeds City Council code of Conduct and Staff Guide.
  • Ensure that work is delivered in line with Business Continuity and risk management procedures in place in Leeds Building Services.
  • To contribute to strategy and workforce planning as required by the service.
  • To ensure all activities are deliveredin accordance withall legal and regulatory requirements and in line with the Council’s policies and procedures.
  • To work flexibly across the Leeds Building Service to respond to Service priorities as needed.

Qualifications:
  • A full driving license is essential for this role.
  • A H&S qualification would beadvantageousfor the role however as a minimum SSSTS/SMSTS will berequired. The post holder will have this qualification or be willing to work towards.
