A leading water utility provider in Hatfield seeks a Procurement Manager to lead compliant procurement activities across operations. The ideal candidate has hands-on experience in regulated procurement and a strong understanding of the tender lifecycle. Knowledge of UCR 2016, Procurement Act 2023, and NEC3/4 contracts is essential. As part of our ongoing transformation and AMP delivery commitments, Procurement plays a critical role in enabling safe, compliant, and value-driven delivery across both operational and investment programmes.
As a Procurement Manager, you will be responsible for leading and delivering compliant, end-to-end procurement activity across the Operations (OpEx) pillar, with scope extending into TOTEX-funded and investment-led programmes where required.
This role requires strong hands‑on procurement delivery capability, deep understanding of regulated procurement frameworks, and experience operating in complex, multi‑stakeholder environments. You will manage the full tender lifecycle—from market engagement and strategy development through to evaluation, award, and contract mobilisation—ensuring compliance with UCR 2016, the Procurement Act 2023 (PA23), and the application of NEC3/4 contracts.
The portfolio will include a mix of operational and programme‑based procurement activity across areas such as River Restoration, Control Operations, and Maintenance, Repair & Operations (MRO), supporting both business‑as‑usual and strategic delivery objectives.
