About the Role

This role supports the Client and is responsible for leading the full lifecycle delivery of minor capital works projects in accordance with the Client’s mandatory procedures and governance requirements. The role ensures that all project information, documentation, and evidence are accurately recorded and maintained within the Client’s Planon system across all project stages (A–H).

You will oversee multidisciplinary teams and manage programme, cost, risk, and change to drive successful project outcome. The position requires pro-active decision‑making, the production of audit‑ready documentation, and the smooth transition of projects into operational use.

Key Responsibilities

Project Initial Feasibility

  • Set up the project in line with Client procedures; agree communications, reporting, and authorisation routes.
  • Obtain the Client’s brief and instructions; organise initial studies/specialist advice to inform the business case.
  • Advise on and refine the brief with the project team; submit and secure client approval of the brief.

Concept & Budget Approval

  • Confirm scope of services and design procedures.
  • Coordinate utilities enquiries and statutory processes; gather compliance advice.
  • Prepare the concept programme and obtain client approval.
  • Prepare Risks, Assumptions, Issues & Dependencies and keep them updated throughout the project cycle.

Design (incl. Production Information)

  • Oversee the design process.
  • Maintain core PM tools: project directory, master programme, risk & opportunities register.
  • Operate rigorous change control, prompt reporting and budget forecasting in alignment with the QS team.

Tender & Procurement

  • Monitor tenders against budget; initiate corrective action where necessary within tolerances.
  • Advise on procurement strategy, selection criteria, and statutory procurement procedures.
  • Manage contractor responsibilities (including design), and early orders/novations as required.
  • Oversee shortlisting, tender documentation, tender returns, interviews and the tender report; recommend preferred tenderer.
  • Lead the selection and appointment of consultants, including enquiries, shortlisting, evaluation, and due diligence (e.g., H&S competence).

Mobilisation & Construction

  • Establish contract administration, site meeting cadence, reporting formats, and instruction/certification procedures.
  • Monitor information flow, works compliance, applications for payment, valuations and certificates.
  • Track and coordinate EOT and claim procedures; drive corrective actions for non‑conformances.

Handover & Closeout

  • Agree and implement practical completion and handover; coordinate inspections, statutory approvals, and required documentation.
  • Oversee commissioning programmes; ensure O&M manuals and all necessary paperwork are received.
  • Maintain a defects register, direct rectification, conduct end‑of‑defects inspections, issue certificates, and arrange retention release.

Programme, Cost, Risk & Change

  • Develop and maintain the project programme; advise on delays and mitigation; agree adjustments with the Service Manager.
  • Implement change management procedures; direct changes within delegated authority and seek instructions for material changes.
  • Monitor outputs from the project team; ensure clear roles, interfaces, and information circulation.
  • Define meeting frequency, responsibility for minutes, and document distribution; ensure co‑operation across the Client, project team, contractor and others stakeholders.
  • Provide concise progress reporting against the Client’s brief and deliverables; escalate risks/issues promptly.

Other responsibilities

  • Support the Senior Leadership Team of the Consultancy Business Unit in business development to help build and strengthen the department.

Measures of Success (KPIs)

  • 100% Planon IWMS data completeness by stage gate (A–H).
  • On‑time stage approvals and governance compliance (no audit exceptions).
  • Schedule adherence (variance within tolerance) and cost performance vs. approved budget.
  • Timely change control, risk escalation and closure of defects within agreed timeframes.
  • Quality of handover (O&M, training, as‑builts) and overall satisfaction.
About You

The ideal candidate will have

  • Proven project management experience delivering capital projects across design, procurement, construction, and handover.
  • Proficiency with IWMS/Planon and structured document control.
  • Strong grasp of statutory processes, procurement, contract administration, and financial governance.
  • Excellent stakeholder management, communication, risk management, and change control skills.

Desirable

  • Experience with public‑sector governance and industry‑standard forms of contract.
