Remote with travel to sites across the UK.

About the role

The SHEQ Manager will lead VEV’s Safety, Health, Environment and Quality (SHEQ) across people, processes, and on‑site delivery, ensuring full compliance with UK legislation—especially the Construction (Design and Management) Regulations 2015 (CDM 2015). VEV will act as both Principal Designer (PD) and Principal Contractor (PC); you will own duty holder compliance, manage F10 notifications, and ensure our site managers and contractors are competent and operating to approved safe systems of work.

In addition, you will own business‑wide Quality across our products, services, and hardware—covering standards, assurance, investigations and Corrective & Preventive Action (CAPA)—not just construction.

Role and responsibilities
  • SHEQ strategy & culture: Set the SHEQ strategy and annual plan; coach leaders and site teams; drive a positive reporting and learning culture with visible leadership.
  • CDM dutyholder assurance (PD & PC):
    • As PD: lead pre‑construction H&S planning, coordinate design risk elimination/reduction, collate Pre‑Construction Information (PCI), maintain design risk registers, and produce/maintain the Health & Safety File.
    • As PC: plan, manage, and monitor the construction phase; keep the Construction Phase Plan (CPP) current; ensure inductions, welfare, supervision, and contractor coordination.
    • Operate robust assurance via audits, dutyholder checklists, and gate reviews.
  • F10 notifications: Own F10 submission, updates, display and records; verify threshold triggers and brief project teams on implications.
  • Contractor & site‑manager governance: Pre‑qualify suppliers; approve RAMS/lift plans/temporary works; verify competencies (SMSTS/SSSTS/ECS/CSCS etc.); schedule audits and exercise stop‑work authority where required.
  • VEV‑LV oversight: Lead SHEQ for LV installation activities (SSoW, LOTO, live‑working restrictions, test/commissioning controls) and coordinate interfaces with MV/HV works.
  • Management systems (ISO‑aligned): Maintain and improve integrated H&S (ISO 45001), Quality (ISO 9001) and Environmental (ISO 14001) policies, procedures, templates and toolkits (RAMS, permits, WAH, MEWP, hot works, confined spaces, traffic management).
  • Business‑wide Quality ownership:
    • Define and maintain the QMS (ISO 9001) including document control and change control.
    • Create Project Quality Plans (PQP) and Inspection & Test Plans (ITP); oversee FAT/SAT, calibration, traceability, and build/commissioning checklists.
    • Establish incoming, in‑process and final quality controls for hardware and services; ensure Certificates of Conformity/installation/test results are complete and filed.
    • Run the NCR and 8D CAPA process (root cause analysis, containment, corrective and preventive actions) and verify effectiveness.
    • Own customer complaint handling, trend analysis, and continuous improvement actions.
  • Supplier quality & audits: Lead supplier assessments and audits; define technical/specification requirements with Engineering & Procurement; set quality clauses, acceptance criteria and KPIs.
  • Environmental management: Oversee waste duty of care, spill prevention/response, and environmental incident reporting; ensure compliance with applicable UK requirements and client standards.
  • Reporting & metrics: Own SHEQ dashboards; report TRIR/LTIR, near‑misses, audit outcomes, NCR/CAPA performance, first‑time‑right metrics, and client/site safety scores to the leadership team and clients.
  • Accreditations (annual maintenance): Lead audits/renewals for SafeContractor, CHAS, Constructionline Gold, and NICEIC schemes; manage evidence packs, site records, and close‑outs.
Experience and qualifications required
  • 10+ years’ leadership in SHEQ within construction/energy/utilities or similar high‑risk environments.
  • NEBOSH (or equivalent) safety qualification.
  • Deep, practical knowledge of CDM 2015 dutyholder requirements for PD and PC, including F10, CPP, PCI and H&S File.
  • Proven experience implementing and improving ISO 9001 QMS and running NCR/CAPA (8D/5‑Whys/Fishbone) processes.
  • Track record of contractor governance, RAMS approval, site audits, and incident/quality investigations with effective close‑out.
  • Strong communicator and influencer; data‑driven with excellent report writing.
  • Full UK driving licence; right to work in the UK.
Desirable
  • Technical background in electrical, civil, or site management.
  • Experience with EV charging, solar PV, battery storage, and MV/HV interfaces (up to 11/20 kV).
  • ISO 9001/14001/45001 Lead Auditor, IOSH/IIRSM membership, ICAM or Lean Six Sigma (Green Belt+).
