Summary
Devon & Somerset Fire & Rescue Service, the largest non‑metropolitan Fire and Rescue Service in England, offers two permanent, full‑time positions at our headquarters in Exeter. The salary ranges from £48,266 to £51,356 per annum, with an additional market supplement allowance of up to £5,000 for chartered members of RICS, RIBA or CIOB.
Responsibilities
You will work in partnership with the Senior Property Manager and the Head of Estates to maintain and improve the service’s property stock to the highest standards. Your duties include:
- Preparing and managing a programme of revenue and capital projects.
- Ensuring compliance with relevant legislation and statutory duties.
- Providing specialist advice and guidance throughout the property life cycle.
Key Responsibilities
- Implement the annual DSFRA Capital and Revenue Budget Estates programme.
- Consult with stakeholders, develop cost plans, and obtain planning and building regulation approvals.
- Prepare specifications, tender documentation, and evaluate tenders.
- Lead projects from concept to completion, ensuring delivery within programme, budget, and standards.
- Conduct end‑of‑project analysis and handover to end users.
- Liaise with stakeholders at all levels, including senior management, local authorities, utilities and partner organisations.
- Assist with general estate matters such as boundary disputes, rights of light, dilapidations and party wall issues.
- Manage supplier selection and tender processes in partnership with the procurement category manager.
- Create reports and updates on project progress.
- Maintain project delivery plans, including schedules, communication plans and risk registers.
- Contract administration duties – valid and timely payment and certificate issuance.
- Undertake CDM, Building Safety Act responsibilities, including Client Advisor and/or Principal Designer role as needed.
- Conduct inspections and surveys – structural, condition, asbestos, pre‑acquisition and disposal.

Essential Criteria
- Proven ability to prioritize, progress, and manage a variety of building‑related projects.
- Excellent budget and cost management skills with cost plans.
- Working knowledge of JCT, NEC3, and NBS contract specifications.
- Experience managing major and minor construction projects, including contract administration.
- Experience in specifications, tender documentation, and contract administration processes.
- Knowledge of procurement processes and selecting appropriate construction contracts.
