This senior role sits within the Inclusive and Green Growth Service, reporting directly to the Assistant Director for Inclusive and Green Growth, bringing together housing delivery, planning, regeneration and economic development, with strong connections to the Thriving Places Directorate. The post holder will play a critical role in coordinating work across these service areas to deliver sustainable growth in housing supply, with a particular focus on the delivery of the Councils Flagship housing development Marina Village and housing delivery more widely in Barrow in Furness.

The role’s initial focus will be overseeing the relationship with the funding partner Homes England, co‑ordinating information on both the infrastructure works but also the housing delivery element. The successful candidate will lead and manage the relationship with the strategic delivery partner ensuring the Councils vision for the site is maintained as the scheme development progresses.

The role involves influencing elected Members and senior stakeholders, overcoming barriers to delivery through evidence‑based approaches, and ensuring that all schemes meet legislative, policy, quality, sustainability and health and safety requirements. You will also have responsibility for overseeing a significant housing investment programme of up to £30m, leading a project and programme management team, and managing a complex external supply chain of consultants and contractors.

Responsibilities

• Coordinate work across housing delivery, planning, regeneration and economic development to deliver sustainable growth in housing supply.

• Oversee the relationship with the funding partner Homes England and the strategic delivery partner.

• Influence elected Members and senior stakeholders to ensure schemes meet policy and quality requirements.

• Manage a housing investment programme up to £30m, including project and programme management and external supply chain coordination.

Qualifications

• Experienced and strategic housing professional with a strong track record of delivering housing at scale and working collaboratively across sectors.

• Degree level education or equivalent relevant experience with demonstrable expertise in housing delivery, including affordable housing, development appraisals, funding, procurement, planning and contract management.

• Robust understanding of financial modelling, investment drivers and risk management throughout the development lifecycle.

• Excellent written and verbal communication skills with the confidence and credibility to influence elected Members, senior officers and external partners.

• Ability to build effective partnerships across the housing sector at local, regional and national levels, and to lead cultural and behavioural change.

• Highly organised and analytical, able to manage complex information and competing priorities, and skilled at motivating teams and suppliers to deliver against contractual commitments.
