A leading construction firm in Exeter is seeking a Pre-Construction Manager to oversee the pre-construction phase of civils projects up to £15m. Responsibilities include managing the tender pipeline, developing bid materials, and liaising with clients to ensure effective project kick-off and execution. The ideal candidate has significant experience in the construction industry, especially in highways, as well as strong bidding and estimating skills. This role offers a hybrid work model, allowing up to two days of remote work per week.

Qualifications

• Experience in the construction industry, especially within highways.
• Understanding of pre-construction, bid management and/or estimating.
• Proven track record of developing and implementing business transformation projects is preferable.
• Full UK driving licence.

Responsibilities

• Lead the tender pipeline and manage tender resource effectively.
• Develop and manage the Customer Relationship Management database.
• Capture and develop bid-related material.
• Manage tender governance and facilitate sign-off meetings.
• Assist in preparing subcontractor tender packages.
• Ensure detailed client feedback is collected.
• Facilitate Client Post-Tender Award Meetings.
• Maintain communication and engagement with the Client Team.
• Capture feedback from contract completion review meetings.
• Manage handover and assist in initial contract planning.

Skills

Experience in the construction industry, especially within highways

Understanding of pre-construction, bid management and/or estimating

Proven track record of business transformation projects

Full UK driving licence
