Base pay range

$95,000.00/yr - $105,000.00/yr

Physical Security Specialist – Program Analyst

Organization: Commander, Navy Installations Command (CNIC)

Location: CNIC HQ at the Washington Navy Yard, DC – 100% Onsite

Salary Range: $95,000-$105,000

Security Clearance: Must possess or be eligible for a Secret clearance. Interim clearance required prior to start date.

Position Description
  • Reviewing / drafting / proposing rewrites of CNIC N34 policy, analysis of Navy policy for which CNIC is the primary or collateral review authority, included recommended courses of action for responding to proposed Navy policy, doctrine analysis relating to Physical Security, as required.
  • Staffing and processing the adjudication of comments as well as proposing necessary revisions.
  • Provide review and comparative analysis of current senior level policy, guidance and Directive Type Memorandums (DTMs), and recommend changes to ensure CNIC N34 remains compliant.
  • Assist in conducting Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities (DOTMLPF) analysis and identification of associated impacts to CNIC N34 for: new and revised policy and doctrine and other emerging programs.
  • Supply Physical Security Equipment Management support as required.
  • Aid in the identification and implementation of Electronic Security System (ESS) requirements to include the identification of processes and procedures to be utilized across the CNIC N34 Enterprise.
  • Support CNICs Move/Add/Change (MAC) policy process to validate electronic security system requirements.
  • Present consistent and comprehensive collection of all Access Control Point profile data for all installations in the CNIC enterprise, for such physical security events as:
    • Automated Vehicle Gates
    • Electronic Security Systems
    • Final Denial Barriers
    • Unauthorized Vehicle Access
Minimum Qualifications and Experience for Eligibility
  • Bachelor’s Degree in Police Administration, Criminal Justice, or other directly related discipline with fifteen (15) years of experience in either physical security and access control, information security, or operational security programs OR a Master’s Degree with ten (10) years of direct experience in physical security and access control.
  • A Secret security clearance is required for this position.
  • US Citizenship
  • Possess an extensive and current knowledge of Navy Physical Security Program requirements, concepts, methodology and training requirements.
  • Substantial experience in providing command level briefings and doctrine.
  • Current knowledge in management principles, concepts and techniques, project management, website and data management, data plans, project tracking, document management and the Command, Control, Communications and Computer Intelligence (C4I) suite.
  • Knowledgeable in Public Safety Systems policies, procedures, and processes.
  • Possess extensive and current knowledge of information management systems and their effective application to Navy Force Protection Programs.
