Technical Program Manager – 14 month FTC

Location: Bristol, UK

Role Overview

We are looking for an enthusiastic and motivated Technical Programme Manager to join the LCST Team on a 14 month fixed term contract. You will work with an IS department to matrix‑manage the delivery of change and projects, manage stakeholder relationships, and bring fresh ideas for successful project execution. The role supports a £6 Bn programme delivering critical services to Defence and Front‑Line Commands.

Key Responsibilities
  • Lead the delivery of IS projects, ensuring outcomes meet customers and transformation goals
  • Build strong relationships with customers, senior leadership, and suppliers
  • Maintain project schedules within the Integrated Master Schedule and deliver milestones on time
  • Proactively manage risks with mitigation plans and report issues as needed
  • Ensure financial performance against budgets, reviewing actuals and Estimates at Completion (EAC)
  • Ensure high quality project documentation (Basis of Estimates, RAID logs, PIDs, strategic roadmaps)
  • Ensure compliance with corporate, regulatory, security and contractual policies
  • Drive continuous improvement and identify opportunities to innovate across the programme
  • Coordinate resources and partners for flawless project execution
  • Deliver projects on‑time, within scope and within budget
Skills Required
  • Demonstrable experience in Programme Management for strategic initiatives
  • Proven relationship building at all levels, especially in IS environments
  • Experience managing full programme lifecycle (proposal, mobilisation, delivery, transition, close‑out)
  • Strong schedule, risk and financial management focus
  • Continuous‑improvement mindset and innovation culture
  • Collaboration with subcontractors and lead them to deliver
Skills Desired
  • Recognised Project Management qualification (APM PMQ/PPQ/ChPP, MSP or similar)
  • Advanced public‑sector/central government operating knowledge
  • Experience leading large‑scale transformation or strategic initiatives
  • Minimum five years of Programme Management experience
  • ITIL Service Management qualifications
  • Strong foundation in Information Systems and technology change
Clearance Requirements
  • BPSS pre‑screening required to start
  • SC clearance required for the role
