Essex County Council (ECC) are delighted to be supporting Braintree District Council in recruiting a Revenues and Recovery Manager on a full-time, permanent basis. We have an exciting opportunity for an experienced, motivated and ambitious Revenues and Recovery Manager.

This role is ideal for an experienced Revenues & Recovery Manager who can lead our Revenues & Cashiers team in administering the billing, collection and enforcement of Council Tax, Business Rates, and Other Service Income, and who can demonstrate a strong background in local taxation.

Duties will include ensuring an efficient, compliant, and customer-focused Revenues Service, and you will be expected to work as part of the senior Revenues and Benefits management team.

As our Revenues and Recovery Manager, you will manage and motivate your team to deliver a professional service, always with an eye on performance improvement and customer service. Maximising revenue collection and minimising loss and avoidance will be key objectives.

As a competent and inspiring manager, you will provide clear direction and support alongside your Senior Revenue Officers to your team and will need to manage and prioritise workloads and service demands.

You must be able to communicate at all levels, interpreting and articulating often difficult and complex information and decisions.

In this role you will also have opportunity to help inform the future of the Revenues service as the authority prepares for local government reorganisation for Greater Essex.

Key Responsibilities
  • Strategic leadership, management and motivation of your team ensuring high standards, consistent practices, and well-informed decision making
  • Workload and resource planning to ensure statutory timescales are achieved
  • To advise on legislative requirements and the development and application of policies and procedures pertinent to your areas of responsibility
  • You will ensure that appropriate data and information is maintained, analysed and reported. You will also be required to provide technical and specialist advice and guidance
  • Ensure the completion of statutory returns, and other Revenues related returns
  • Making decisions in complex local taxation cases
  • Ensuring effective annual billing processes and year-end for Council Tax and Business Rates
  • Dealing with difficult and challenging customers and situations, including complaint resolution.
What we need from you
Skills and Abilities
  • A strong track record of managing a team and performance, including co‑ordinating and planning the effective training and development of staff
  • Strong interpersonal skills with the ability to build effective relationships
  • Able to work under pressure, solve problems, and influence decision making
  • An aptitude for promoting the use of IT and office-based systems and applications in a secure and effective manner
  • Skilled in analysing management information to drive decisions and performance
Knowledge & Experience
  • Extensive knowledge and understanding of the law, legislation and best practice in Council Tax, Business Rates and in the recovery and enforcement of local authority debt.
  • Knowledge of local government operations, policies, and procedures
  • Skilled in managing teams and achieving quality results.
  • Local Tax systems such as CIVICA Open Revenues or similar
Qualifications
  • IRRV, or similar related professional qualification combined with relevant experience
  • Ideally a management qualification
