Interim Project Manager – Renters’ Rights Act 2025 Implementation

Location: Rochford & Brentwood Councils | Hybrid (2–3 days in the office per week)

Day Rate: Flexible

About the Role

We are partnering with Rochford and Brentwood Councils to recruit an experienced Interim Project Manager to lead the implementation of the Renters’ Rights Act 2025. This is a high-profile role requiring strong leadership, housing expertise, and the ability to deliver complex change within tight deadlines.

Key Responsibilities
  • Lead a multi-disciplinary project team including Environmental Health, Housing, Trading Standards, Legal, Finance, and Communications.
  • Develop and monitor a detailed implementation plan to meet statutory deadlines, notably 1 May 2026.
  • Review and update enforcement policies, civil penalties, service charges, and IT systems.
  • Deliver a communications plan for tenants and landlords and build partnerships with advice services.
  • Manage project risks, resources, and budgets, including New Burdens Funding.
  • Ensure compliance with statutory reporting and equality duties.
  • Proven project management experience, ideally within local government or housing.
  • Strong knowledge of housing legislation and the private rented sector.
  • Excellent leadership, organisational, and stakeholder engagement skills.
  • Experience in policy development, risk management, and financial oversight.
  • Ability to interpret and implement legislation and statutory guidance.
