Qualifications

To provide professional advice and support to the Health Board in relation to Primary Care Dental Care matters. The role will involve working with primary care colleagues, Healthcare Inspectorate Wales, Public Health Wales and 53 dental practices.

English and/or Welsh speakers are equally welcome to apply

Main duties of the job

The post holder will agree with the Health Board core sessions each week to undertake their DPA activity, however flexibility within this will be required for attendance at required meetings and practice visits. It may be necessary to work evenings to liaise with dental practitioners.

There will be a requirement to maintain involvement in the dental professional network of the PHW Dental Governance Team and all Welsh Government defined networks.

Detailed job description and main responsibilities
  1. Provision of advice and support to the Health Board on General Dental Practice matters, including:
    • Providing professional advice and input into the Primary Care Dental Clinical Governance functions of the HB including:
    • Participation in the preparation for and follow up from the Primary Care Dental Quality & Safety Group.
    • Providing professional input to the All Wales Quality Assurance Self-Assessment (QAS) Programme for primary dental care.
    • Professional advice and support to the LHB with the Healthcare Inspectorate Wales (HIW) led General Dental Practice Visit Programme.
    • Professional advice to the HB as required, on professional and/or investigatory matters, including liaison with HB performance panels, the General Dental Council, NHS Business Services Authority and Dental Defence Organisations and other providers of indemnity as required by GDC standards guidance.
    • Providing advice and interpretation of General Dental Services and Personal Dental Services Regulations for HB officers.
    • Providing support and advice on the implementation of new statutory requirements and/or Welsh Government initiatives for dentistry.
    • Preliminary advice/steer to the HB to assist dental complaints procedures.
    • Providing professional advice to ensure HB compliance with statutory responsibilities relating to dentistry.
  2. Provide General Dental Practitioners and the dental team with:
    • Support to practices with respect to implementation of actions relating to a dental practice inspection and/or All Wales Quality Assurance Programme.
    • General professional advice and mentoring support on dental practice issues.
    • Advice on the interpretation of NHS dental regulations and policy initiatives.
    • Advice on dental vacancies and practice opportunities.
    • Support for opening of new dental practices and induction support for new practitioners.
    • Signposting to sources of advice and support, for example Health Education and Improvement Wales (HEIW) or Occupational Health Services.
    • Advice on issues relating to Direct Access.
  3. To provide professional support and liaison on primary care dental practice matters including:
    • NHS primary dental care capacity and distribution in each locality
    • Access to services and the range of services available
    • Service relevance to local need and service responsiveness
    • Adequacy of out-of-hours/emergency dental service arrangements
    • Compliance with professional standards and regulatory requirements.

Qualifications
  • Bachelor of Dental Surgery, BDS/BChD or equivalent
  • Full registered with the General Dental Council
  • Included on the Dental Performers List in Wales.
  • Evidence of meeting GDC Continuing Professional Development requirements (including up-to-date CPD profile incorporating all core/appropriate subjects)
  • Additional postgraduate qualifications appropriate to primary dental care
Experience
  • Current or recent hands on clinical practice
  • Substantive practice experience of at least 5 years – to include experience of General Dental Practice in the last 3 years (desirable at provider level)
  • Previous advisory roles
  • Experience of primary care policy, development, planning and implementation at Health Board level
