Further special tax sites have been designated in the Anglesey Freeport and the Flintshire and Wrexham Investment Zone.

The following regulations designate further special tax sites, in which the usual tax reliefs apply, with effect from 21 November 2025:

  • Designation of Special Tax Sites (Flintshire and Wrexham Investment Zone) Regulations, SI 2025/1080

CIOT recommends reintroduction of certificates of tax deposit

The CIOT has made a budget representation calling for the reintroduction of certificates of tax deposit.

In a budget representation, the CIOT recommends that the Treasury reintroduce certificates of tax deposit (CTDs). The scheme closed for new purchases on 23 November 2017, although HMRC continued to honour existing certificates until 23 November 2023.

Given the increase in late-payment interest rates since then, the CIOT encourages the reintroduction of the CTD scheme, given the potential scale of interest costs that can arise in the event of long HMRC enquiries.
