Job Description Summary

This role identifies issues and recommends best practices for legal entities, leads projects for business improvements, analyzes business trends, collaborates with stakeholders for compliance, and oversees maintenance of corporate records. As the Outsourcing & Incident Reporting Manager, you will support outsourcing governance and regulatory incident reporting programs within the UK, ensuring regulatory compliance and driving strategy and policy implementation.

Essential Responsibilities
  • Identify issues and recommend best practices for the administration of legal entities and subsidiaries.
  • Lead functional projects and programs that contribute to business or process improvements.
  • Analyze business trends to inform decision‑making and enhance operational effectiveness.
  • Collaborate with internal stakeholders to ensure compliance with legal and regulatory requirements.
  • Oversee the maintenance of accurate corporate records and documentation.
Additional Responsibilities
  • Support the maturing and implementation of the Outsourcing Framework and champion its adoption through effective communication.
  • Collaborate with stakeholders to monitor outsourced service provider relationships, driving resolution of non‑performance issues against agreed SLAs.
  • Provide oversight and development of controls, policies and SOPs, including jurisdictional regulatory incident reporting procedures.
  • Monitor incident queues and triage data to identify and assess potentially reportable incidents.
  • Document incident analysis, key risk indicators and metrics to calculate risk on incidents and service delivery.
  • Keep abreast of all regulatory changes impacting the framework and internal policy changes.
  • Support key stakeholders in PayPal entities receiving services and assist with collation and reporting of data, queries, or remediation efforts.
  • Undertake ad‑hoc projects as assigned, such as framework improvements, strengthening internal controls and streamlining reports and processes.
Expected Qualifications
  • 5+ years of relevant experience and a bachelor’s degree, or an equivalent combination of education and experience.
Basic Qualifications
  • 4+ years in the financial industry or equivalent with proven experience in outsourcing/incident management portfolios.
  • Experience with the UK and other global regulators.
  • Knowledge of FCA, EBA, & CSSF requirements.
  • High personal resilience, self‑starter, and energy for results.
  • Degree level education.
  • Excellent English communication and written skills.
  • Experience partnering with senior leadership in a rapidly changing environment.
  • Strong problem‑solving, operational process, and analytical skills.
  • High energy, creativity, entrepreneurial spirit, and desire to work in a fast‑growth environment.
  • Ability to work within a matrix environment and cross‑functionally.
  • Strong project management and change management experience.
