Job description

The Head of Corporate Finance will provide strategic leadership and management of EMCCA’s Corporate Finance function, ensuring the delivery of high-quality, effective, and consistent financial services that support the organisation’s evolving needs and strategic objectives.

As a key member of the Finance Management Team, the post holder will play a central role in shaping and delivering EMCCA’s Medium-Term Financial Strategy (MTFS), capital strategy, and treasury management arrangements. The role will ensure financial sustainability, strong governance, and value for money, while supporting the delivery of regional priorities.

Collaboration is fundamental to the role. The post holder will work closely with the Head of Financial Services, Finance Business Partners, constituent authorities, and external partners to ensure seamless financial planning, robust financial controls, and effective financial decision‑making across the organisation.

Key Accountabilities

The Head of Corporate Finance will:

  • Lead integrated finance functions to achieve shared organisational goals, maximise service value, and manage financial risk effectively.
  • Act as a trusted professional authority, providing expert financial advice to EMCCA, senior officers, elected members, and partners.
  • Translate strategic priorities into actionable annual financial plans and implement financial policies within agreed governance frameworks.
  • Drive innovation, continuous improvement, and best practice across corporate finance activities.
  • Ensure compliance with all relevant statutory, policy, and legal frameworks, maintaining alignment with EMCCA’s strategic priorities.
Main Duties and Responsibilities
Strategic Leadership and Management
  • Provide strategic leadership of the Corporate Finance function, ensuring alignment with EMCCA’s vision, mission, and strategic objectives.
  • Lead the development, ownership, and delivery of the Medium-Term Financial Strategy (MTFS), capital strategy, and associated financial plans.
  • Oversee revenue and capital monitoring, ensuring timely, accurate, and insightful financial reporting.
Financial Planning, Governance, and Assurance
  • Oversee strategic financial planning, budgeting, accounting, and performance reporting.
  • Ensure compliance with statutory financial requirements, including responsibility for the preparation of EMCCA’s annual Statement of Accounts and liaison with external auditors.
  • Maintain robust financial controls, risk management arrangements, and counter‑fraud measures across the Authority.
  • Ensure the integrity of EMCCA’s accounts, financial systems, and procedures, providing high‑quality financial advice and management information to senior management, elected members, and governance boards.
  • Lead, in conjunction with the Systems Accountant, the maintenance and continuous improvement of EMCCA’s finance system once implemented.
Value for Money and Commercial Insight
  • Drive financial efficiency, value for money, and continuous improvement across all corporate finance activities.
  • Lead financial appraisal and evaluation of business cases, commercial proposals, income generation, and cost recovery activities.
  • Manage the accounts payable and accounts receivable functions, ensuring effective cash management and financial control.
Partnership and Stakeholder Engagement
  • Work collaboratively with finance leads in constituent authorities and other partners to support aligned financial planning and effective funding flows for regional initiatives.
  • Build and maintain strong professional relationships with key internal and external stakeholders, providing trusted financial advice and support.
Leadership and People Management

Where the role includes direct line management responsibility, the post holder will also:

  • Provide clear leadership and direction, fostering a positive, inclusive, and accountable team culture.
  • Set objectives and conduct regular one‑to‑ones and performance reviews in line with the EMCCA Exchange.
  • Support team development through coaching, training, and career development opportunities.
  • Ensure transparent, timely communication and encourage open feedback.
  • Manage team workloads and resources effectively to meet priorities and deadlines.

Person Specification
Experience and Skills
  • Significant experience as a senior finance leader in a local authority or large, complex organisation, with strong experience in financial planning.
  • Proven experience acting as a trusted financial advisor at senior leadership level, influencing strategic decision‑making.
  • In‑depth knowledge of relevant legislation, regulations, accounting standards, and guidance (e.g. CIPFA, local authority accounting requirements, government regulations).
  • Experience in developing, presenting, and implementing financial strategies and policies.
  • Demonstrable experience of leading financial improvement or transformation in a complex organisation.
  • Strong experience in financial risk management.
  • Ability to analyse and interpret complex financial information to inform strategic decisions.
  • Proven ability to lead, motivate, and develop high‑performing finance teams through growth and change.
  • Ability to manage competing priorities in a politically sensitive environment.
  • Strong relationship‑building skills, with the ability to work collaboratively across organisational boundaries.
  • Excellent communication skills, with the ability to present complex financial information clearly to a range of audiences.
  • Experience in technical financial accounting areas, such as treasury management.
  • Knowledge of the wider public policy and government environment, including devolution, economic policy, and public sector funding regimes.
Qualifications and Professional Development
  • Fully qualified Chartered Accountant (e.g. CIPFA, CIMA, ACCA).
  • Evidence of ongoing post‑qualification Continuing Professional Development (CPD).
