Role Purpose
The HSE Manager is responsible for leading, implementing, and continuously improving Health, Safety, and Environmental management across offshore wind projects. The role ensures full compliance with legal, regulatory, and client requirements while fostering a strong safety culture across offshore and onshore activities.
Key Responsibilities
HSE Leadership & Strategy
- Lead the development and implementation of the project HSE Management System in line with company, client, and regulatory requirements.
- Promote a proactive HSE culture across all project phases, including design, fabrication, transport, installation, commissioning, and operations.
- Act as the senior HSE authority on the project, providing clear leadership and direction.
Offshore & Project Execution
- Oversee HSE performance for offshore and marine operations, including installation campaigns, vessel operations, lifting activities, and SIMOPS.
- Ensure effective risk management through hazard identification, risk assessments, method statements (RAMS), and task-based risk assessments.
- Monitor contractor and subcontractor HSE performance and ensure alignment with project standards.
Compliance & Assurance
- Ensure compliance with applicable legislation, standards, and guidelines (e.g. UK HSE, CDM, ISO 45001, ISO 14001, IMO, flag state requirements).
- Plan and conduct HSE audits, inspections, and site visits (onshore and offshore).
- Lead incident reporting, investigation, and corrective action processes, including‑miss management.
- Manage environmental aspects of offshore wind activities, including marine protection, waste management, noise, and emissions.
- Ensure compliance with environmental permits, consents, and project environmental management plans.
- Support environmental monitoring and reporting obligations.
Stakeholder Engagement & Reporting
- Act as the primary HSE interface with clients, regulators, certification bodies, and JV partners.
- Prepare and present HSE reports, KPIs, and performance updates to senior management and clients.
- Support toolbox talks, safety briefings, and HSE training initiatives.
Required Experience & Qualifications
- Proven experience in an H Manager or Senior HSE role within offshore wind, offshore construction, oil & gas, or the marine energy sector.
- Strong knowledge of offshore and marine HSE risks and controls.
- Demonstrable experience managing HSE for offshore installation and marine operations.
- Thorough understanding of relevant HSE legislation and standards.
- Excellent leadership, communication, and influencing skills.
- Degree or professional qualification in Health & Safety, Environmental Management,, or related discipline.
- Chartered or professional HSE status (e.g. CMIOSH or equivalent).
- Experience working on international offshore wind projects.
- Background in EPC, T&I, or marine contracting environments.
- Strong safety leadership and decision-making capability
- Calm, authoritative presence in high-risk environments
- Practical, hands‑on approach with attention to detail
- Ability to challenge unsafe behaviours constructively
- Strong organisational and reporting skills
