The Bids & Presales Director will be responsible for leading and developing Civica’s bid and presales function, supporting strategic growth across the UK public sector. This role is critical in ensuring the business delivers high quality, compliant, and compelling proposals, while also shaping best‑in‑class presales processes that align with our mission to help local government modernise services through data‑driven SaaS solutions.

Key Responsibilities:
  • Lead the end‑to‑end bid function for major public‑sector tenders and strategic opportunities, ensuring high‑quality, competitive submissions.
  • Provide strong leadership to the Bids & Presales team, driving performance, developing capability, and embedding best‑practice processes.
  • Act as a strategic partner to Sales, guiding discovery, solution shaping, and the articulation of clear, value‑led propositions.
  • Own and evolve scalable presales processes that ensure consistency, quality, and operational excellence across all activity.
  • Work closely with Sales, Product, and Delivery to craft compelling, customer‑centric proposals aligned to our GovTech vision.
  • Translate complex technical solutions into clear, commercially resonant narratives that differentiate our offering.
  • Use data and insights to refine messaging, improve win rates, and inform strategic decision‑making.
  • Ensure robust governance, compliance, and quality standards across all bids and presales outputs.
  • Oversee the development and maintenance of a central content library, including case studies and reusable assets.

  • Deep understanding of UK public sector procurement processes, governance, and decision making structures
