Job description

Join to apply for the Highways Maintenance Supervisor role at Costain Group PLC.

CHC project is a joint venture (JV) carrying out the maintenance and response services on the Strategic Road Network in National Highways Area 14 network. The contract covers cyclic maintenance, reactive maintenance, incident response and severe weather response.

As a works supervisor you will provide line management and supervision to a team of highway team leaders and operatives, with a maximum of 4 direct reports at any given time. You will oversee a team of up to 14 people across various shift patterns to ensure delivery of all required services of highway maintenance across the Area 14 Network under the National Highways Maintenance & Response Contract.

Responsibilities include:

  • Effectively managing works.
  • Managing the delivery of bank of works orders and cyclical tasks to the agreed safe working protocols and procedures, delivery programme or timescales.
  • Programming, allocating, managing and recording staffing, plant and material resources effectively on a daily basis to achieve the allocated works.
  • Ensuring agreed records are kept and physical measurements are undertaken (at interim and upon completion) to support payment for works and ensure evidence of work completed is present and robust.
  • Ensuring all plant and equipment is maintained, checked and used in compliance with safe working protocols, legislative requirements and is fully utilised.
  • Ensuring compliance with the CHC Integrated Management System for day‑to‑day operational activities.
  • Maintaining a common daily diary, logging actions and ensuring an appropriate hand‑over occurs between shifts with colleagues.
  • Reporting all health and safety incidents involving CHC and supply chain staff to the Operations Team Managers.
  • Communicating CHC and parent company information, including changes to work procedures, effectively and making it readily available to all of the workforce via notice boards, team briefings, etc.
  • Liaising with supply chain partners and emergency services to handle issues on the network effectively.
  • Conducting regular depot inspections and taking responsibility for actions arising.
  • Ensuring vehicle and depot security and maintenance, liaising with the Works Manager and the Plant and Transport Manager as required.
  • Supporting the Operations Manager to ensure roster’s provide 24/7 network coverage and emergency response while observing individuals’ working hour limits.
  • Managing teams and individuals; supervising operational staff daily, including competency assessments, monitoring performance, monitoring sickness absence, identifying training needs and conducting inductions for new staff.
  • Supervisory responsibility for Health and Safety of the workforce, including conducting toolbox talks and communicating other health and safety policies, changes and alerts.
  • Checking and authorising timesheet submissions from operational staff to ensure correct coding and monitoring hours worked aligned to the agreed management plans for fatigue management.
  • Supporting the wider team: sharing records, information and measures with commercial and management teams.
  • Engaging with the wider team to drive innovation and deliver safety or environmental improvements to working methods and practices.

Qualifications:

Essential Skills
  • Educated to at least GCSE (O‑Level); SMSTS; CSCS card.
Desirable Skills
  • Class 2 HGV licence.
  • First aid at work.
Competencies / Attributes
  • Team player, good communication skills and confident speaking to the public and wider team.
  • Ability to work at nights, weekends and unsociable hours as required with an on‑call requirement.
  • Familiarity with the Confirm system and electronic works management systems preferred.
Experience
Essential
  • Experience of managing a team of operatives, including line management functions of managing leave requests, basic sickness issues and performance management.
  • Ability to plan, allocate and supervise tasks to teams.
  • Ability to manage plant and equipment resources, and supervise their safe operation and use.
  • Demonstrated ability to identify a risk to safe methods of working and develop or suggest a change that was implemented.
Desirable
  • Working on a high‑speed road network is desirable.
  • Skills or experience of undertaking a range of minor works, landscaping works and maintenance activities desirable.

Ability to motivate teams and drive continuous improvement whilst maintaining safety.
