Enforcement Manager
Full-time, permanent | 40 hours per week

NSL is seeking a motivated and driven Enforcement Manager to lead, develop, and support a team of Civil Enforcement Officers, Senior Civil Enforcement Officers, Team Leaders, and Supervisors.

What you’ll be doing:
  • Provide effective leadership, guidance, and support to Supervisors and frontline teams.
  • Take full responsibility for the day-to-day management of all on-street operations at the site.
  • Deliver contractual KPIs and support the implementation of new performance targets.
  • Manage colleague rotas, annual leave, and overtime efficiently and within budget.
  • Ensure clear, consistent, and effective communication across all operational teams.
  • Monitor and manage colleague performance, providing mentoring and development to deliver a high-quality service.
  • Liaise with clients regarding operational performance, requirements, and service requests.
  • Recruit colleagues as required, in line with business needs and budgets.
  • Ensure fleet vehicles are maintained, compliant, and operational.
  • Ensure all compliance documentation is accurately completed and maintained.
  • Oversee back‑office operations to support efficient service delivery.
What we’re looking for:
  • Proven leadership and people‑management experience, with the ability to motivate and performance‑manage teams.
  • Strong operational management experience, ideally within enforcement, parking, highways, security, or a regulated environment.
  • Demonstrated ability to deliver against KPIs and performance targets.
  • Excellent communication skills, with the confidence to engage with frontline teams, supervisors, and clients.
  • Experience managing rotas, annual leave, sickness, and overtime within budget constraints.
  • Strong decision‑making and problem‑solving skills in a fast‑paced, customer‑focused environment.
  • Ability to manage challenging situations calmly and professionally.
  • Strong organisational skills with attention to detail, particularly around compliance and documentation.
  • IT literate, with experience using operational systems and Microsoft Office.
  • Knowledge of health & safety, compliance, and fleet management (desirable).
