Overview
GovCIO is currently hiring for a Software License Manager to manage the lifecycle of all subscription-based software. This position will be located in HILL AFB, UT and will be remote.
Responsibilities
- Oversee the acquisition, management, and compliance of software licenses within the program, ensuring usage adheres to licensing agreements and legal requirements while optimizing costs and mitigating risks.
- Track licenses, manage renewals, conduct audits, and optimize software usage to reduce costs.
- Act as a liaison between the organization, vendors, and stakeholders to ensure efficient and compliant software deployment.
- Serve as the primary point of contact for software vendors, building and maintaining positive relationships, addressing inquiries, and advocating for the organization during contract negotiations.
- Cultivate vendor relationships to leverage opportunities for discounts, incentives, and favorable licensing terms.
- Manage the full lifecycle of software licenses across the enterprise, including license discovery, entitlement tracking, renewal coordination, audit readiness, and compliance enforcement.
- Collaborate with procurement, vendors, and cybersecurity stakeholders to optimize licensing usage and reduce cost while maintaining full DoD compliance.
- Procure software licenses, negotiate contracts with vendors, and ensure the organization has the necessary licenses to support operations.
- Understand software needs of departments, evaluate licensing options, and make informed decisions aligned with budget and goals.
Qualifications
- Bachelor's degree with 5-8 years of experience (or commensurate experience)
- Clearance Required: Secret
- 3–5 years in software asset/license management in a federal or DoD environment
- Familiarity with DoD ESI agreements and DoDIN software rationalization policies
- Experience with license optimization tools (e.g., Flexera, SNOW, ServiceNow SAM)
- Extensive knowledge of software asset management and related tools/technologies
- Experience with software license inventories and proof of license ownership and proof of license purchase
- Experience in managing support documentation for software license management (e.g., user manuals, purchase docs, supporting docs)
- Knowledge of End License Agreements (UELA) and identifying unused or underutilized licenses
- CompTIA Security+ or equivalent DoD 8570 IAT Level II
Preferred Skills and Experience:
- Certified Software Asset Manager (CSAM)
- IT Asset Management (ITAM) Foundation

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment; base pay offered may vary based on factors such as location, knowledge, skills, education, experience, and internal equity. The total compensation package may include other elements to be discussed during the hiring process. If hired, the role is at-will and GovCIO reserves the right to modify base salary or other compensation at any time.
