Dam Safety Engineer — Location: Bryn Mawr, Pennsylvania (Some Travel & Overnight Stays Required). Job Type: Full-Time.

About Aqua Pennsylvania: Aqua Pennsylvania is a leader in the water utility industry and seeks a motivated and skilled professional to join our Dam Safety Program. This role focuses on infrastructure development, water resources, and dam safety.

Position Overview

As a Dam Safety Engineer, you will provide technical oversight for all engineering and operational activities concerning the evaluation and compliance of dam safety inspections, monitoring, coordination, and reporting for water retention structures owned and operated by Aqua. This includes low hazard dams, high hazard dams, and floodwater protection systems at Water Treatment Plant facilities. You will partner with local engineering consultants, PA DEP Dam Safety, and others to implement and continuously improve our Dam Safety Program. The role involves identifying potential risks, implementing mitigation measures, and ensuring regulatory compliance to safeguard assets and communities.

Essential Duties And Responsibilities
  • Provide expert input, consultation and recommendations to state and corporate leadership on decisions involving the company’s dams and related capital investments.
  • Provide strategic vision, leadership, and oversight of Aqua’s dam safety program, including engineering evaluations, emergency preparedness (Emergency Action Plans), O&M plans, SOP development & training, and associated responses.
  • Provide technical direction for studies of technical, environmental, and economic feasibility, engineering field studies, and related studies pertaining to dam design and dam safety.
  • Provide or support technical direction in preparation of contracts and specifications for dam safety and related engineering and construction services for Aqua’s dams.
  • Ensure regulatory compliance and communications; maintain timely communication with Aqua’s senior leadership regarding dam safety and asset safety.
  • Develop professional skills and experience of the engineering staff to maintain required professional capabilities in dam-related disciplines.
  • Represent the Company before regulatory agencies and provide professional testimony as necessary.
Qualifications
  • Education: Bachelor’s degree in Civil Engineering.
  • Experience: 5-10+ years as a dam design or dam safety engineer.
  • Licensing: Pennsylvania Professional Engineer (P.E.) certification, or ability to obtain within 12 months of hire.
  • Valid Pennsylvania driver’s license and ability to operate Company vehicle.
Knowledge, Skills, And Abilities
  • Strong knowledge of engineering related to planning, design and operations concepts for water retention facilities.
  • Strong knowledge of contract administration and construction technology related to dams.
  • Up-to-date knowledge of regulatory developments, technology, and trends in dam safety and water resource management.
  • Knowledge of applicable state and federal regulations and company operations and procedures.
  • Project and program management skills; strong quantitative abilities; excellent written and verbal communication; interpersonal skills; leadership presence; problem solving and ability to work with regulatory authorities.
  • Ability to execute with urgency while maintaining project management discipline and stakeholder engagement.
  • Financial analysis skills, including budget management and basic accounting knowledge.
Travel & Working Conditions
  • Frequent travel across Pennsylvania with overnight stays up to 25% of the workweek.
  • Field-based work at project sites, coordinating with local officials, contractors, and regulatory agencies.
  • Office-based and fieldwork with occasional lifting up to 20 pounds.
