Job description

The Procurement & Supplies Team is embarking on an exciting period of change as we start our journey to become a single procurement department across the Lancashire and South Cumbria Region. The five Trusts are currently served by three Procurement Teams who are coming together and forming One LSC Procurement. The team will provide services to:

  • Blackpool Teaching Hospitals NHS Foundation Trust,
  • Lancashire Teaching Hospitals NHS Foundation Trust,
  • East Lancashire Hospitals NHS Trust plus Atlas BFW Management Ltd (a wholly owned subsidiary of Blackpool Teaching Hospitals).
  • University Hospitals of Morecambe Bay NHS Foundation Trust
  • North Cumbria Integrated Care NHS Foundation Trust.
  • Lancashire & South Cumbria NHS Foundation Trust

The Deputy Integrated Procurement Manager role within the Procurement & Supplies Department is seen as a key role and an opportunity for candidates to join a vibrant, highly driven Procurement Team, based across numerous sites within the region.

The role is responsible for operational supervision, ensuring that a cost-effective purchasing work programme is developed and maintained to achieve financial savings and value for money.

Assist in the production and delivery of the Procurement Strategy, in line with the SFl's, English and European Law, and Departmental Policies and Procedures.

Main duties of the job

The post holder will primarily be responsible for working with the Integrated Procurement Manager in developing and implementing the Trust's Procurement Strategy within a defined Care Group to ensure that a cost effective purchasing / contracts work programme is developed and maintained to achieve the key objectives associated with the Care Group and wider Trust.

The post holder must be customer and services focused, being constantly aware of the importance of maintaining a quality service, performing and projecting a professional image to high standards.

The post holder will be involved with working with other Procurement Professionals within the North West Region and Nationally, where appropriate; ensuring best value for money is achieved via the sourcing and awarding of Regional Contracts.

The post holder assists with the programme of Standardisation and Rationalisation of goods is implemented, ensuring that standards are met for product/equipment trials.

The post holder shall work collaboratively with finance colleagues to fully understand the financial environment. Where factors impact on Procurement, gain an understanding of the nature of the issue, work with the Contracting and Procurement Team Leader to introduce processes and educate colleagues both within and outside Procurement to ensure a seamless transition.

Person Specification
Education & Qualifications
  • CIPS (Chartered Institute of Purchasing & Supply) or substantial experience working in P&S at senior level
  • A Level or equivalent Mathematics & English
  • IT Skills / ECDL qualification or equivalent
  • Evidence of personal development via the completion of Procurement and/or Business/Organisational focussed courses.
  • Degree (Business related)
Experience
  • Significant experience of working in a purchasing role to include specialist knowledge of contracting and contract management
  • Experience of managing complex and conflicting issues, information and situations
  • Experience in issuing and evaluating tenders, in the Public Sector
  • Experience of managing/supervising a small Procurement Team
  • NHS or Public Sector background in Procurement
  • Ability to understand operational activities in public and private sector organisations
Skills, Ability & Knowledge
  • Highly developed numerical and analytical skills
  • Evidence of significant experience of public sector tendering
  • High level of interpersonal skills, evidenced by the ability to persuade and influence others and to understand and promote new ways of working
  • Demonstrate assertiveness, tact, and diplomacy; ability to have detailed discussions on contractual issues with NHS Staff, suppliers and negotiate complex contracts.
  • Computer literate with detailed knowledge of basic computer packages including Microsoft Word, Excel and Internet based systems
  • Demonstrable experience of leading or being involved in the implementation of change

  • Confidence to establish positive working relationships with key stakeholders at all levels
  • Ability to develop and communicate a vision.
