Role Clarification & Key Performance Areas

The University of the Western Cape (UWC) is a vibrant, diverse and dynamic university rooted in the African continent with an increasingly global reach. UWC actively responds in critical and creative ways to the country's development needs within an ever-changing national and global context. The key responsibilities of the University’s Quality Assurance Unit include the planning, monitoring, reviewing, and maintenance of an institutional quality management system that supports the University’s core functions. This involves ensuring compliance with national standards and regulations set by national regulatory agencies such as the Department of Higher Education and Training, the Council on Higher Education, the South African Qualifications Authority, and other relevant professional organisations.

The University is seeking to appoint a Quality Promotion Manager, reporting to the Director of the Quality Assurance Unit, with a specific focus on Quality Reviews. The successful candidate will be instrumental in supporting the implementation of the Quality Assurance Framework introduced by the Council on Higher Education (CHE). This framework outlines the approach to a variety of quality reviews, including internal quality reviews (such as programme reviews, support service unit reviews, and institutional themed reviews) as well as external quality reviews (such as CHE National Reviews, Professional Board site visits, Institutional Audits, and National Themed Reviews).

The candidate will be expected to have a good understanding of quality management systems and processes in a university context. A basic understanding of qualification design and the key elements involved in the design, accreditation, and registration of qualifications is also required. The role involves active participation in regional and national quality assurance activities and engagements. The candidate is also required to manage feedback processes for institutions when draft national policies and guidelines are published for comment. This position is ideal for someone with a strong focus on supporting quality assurance initiatives and promoting continuous improvement across a university.

Duties And Responsibilities Include

  • Develop and implement processes and procedures for managing internal quality reviews in alignment with the institutional quality assurance policy. This includes coordinating the scheduling of reviews for academic programmes, departments, professional support units, themed reviews, and any additional reviews requested by the executive management.
  • Demonstrate a leadership approach that fosters collaboration with key stakeholders across all levels of the University. The manager will actively promote quality assurance practices, facilitate capacity-building workshops, and participate in institutional governance committees to ensure quality is integrated throughout the University’s planning and operations.
  • Assist the Director of the Quality Assurance Unit in developing monitoring processes and tools to support and assess quality reports by faculties and divisions, which are then presented to the Senate committee for approval.
  • Oversee the development and tracking of quality improvement plans (QIPs) resulting from internal and external quality reviews. This responsibility includes ensuring that progress is monitored and that recommendations made in the reviews are effectively implemented.
  • Support the University's efforts to assess its compliance with national standards set by national regulatory agencies, evaluating how well the University meets these standards in relation to its core functions.

Minimum Requirements

Minimum requirements (qualification and experience):

  • A relevant Honours degree or an equivalent qualification at NQF level 8.
  • A minimum of five years' experience in a similar role within a public or private higher education institution.
  • A proven track record in quality assurance and higher education management.

Required Competencies (skills, Knowledge And Behavioural Attributes)

  • Computer Literacy skills
  • Project Management skills
  • Monitoring and Evaluation skills
  • Excellent interpersonal skills with the ability to work with a range of different stakeholders
  • Ability to work under pressure, prioritise work and respond effectively in order to meet deadlines
  • Experience in working as part of a team as well as the ability to work independently
