Overview

GovCIO is currently hiring for multiple Senior Database Administrator positions to support our customer, USPS’s Network and Compute Technology (NCT) group.

The NCT is responsible for the planning, development, implementation, and support of the USPS network and compute technology infrastructure. NCT enhances the postal network by implementing network segmentation to mitigate cybersecurity risks and improve performance. The NCT department manages local area, wireless, and wide area network connections for over 32,000 USPS facilities, including data center, Internet, cloud, and business partner networks.

NCT manages and oversees the Postal Service’s cloud services and data center infrastructure, which includes more than 24,000 servers, 110 petabytes of storage, and multiple cloud provider services to enable applications. It is responsible for keeping the digital networks across the USPS landscape and compute infrastructures for applications running securely and reliably 24/7.

This position is located in various areas within the United States and will be a full remote position.

Responsibilities
  • Provide day-to-day incident and deployment support of multiple database technologies, including Oracle, SQL Server, and Postgres, including on-site and remote administration, user support, performance monitoring and tuning, and capacity planning.
  • Manage incident response via the USPS ServiceNow application in accordance with USPS Change Management SLAs.
  • Lead incident response, maintenance, documentation, and support of a large, complex, distributed server environment.
  • Lead incident response, maintenance, documentation, and support of a large, complex, distributed database environment.
  • Lead incident response for a large, complex, distributed middleware environment, including maintenance and documentation.
  • Develop growth plans to ensure the hosting environment can support projected application growth.
  • Develop and implement procedures that support proactive problem detection and avoidance, including disaster recovery planning and implementation.
  • Create and maintain project plans in accordance with USPS standards and keep USPS management informed of critical failures or milestones.
  • Collaborate with Program Manager, Project Managers, Engineering staff, USPS staff, and vendors to manage projects, drive outcomes, and lead teams.
  • Analyze and resolve complex hardware and software problems.
  • Assist USPS development community with tests and implementations of software changes.
  • Develop and implement operational management processes and procedures.
  • Track inventory and provide documentation required for deploying servers.
  • Use alert monitoring tools and systems management/software distribution tools chosen by USPS Management.
  • Use security management systems and assist in backups and restores of data and application code.
  • Escalate unusual findings to USPS as needed and provide status reports to users and managers on request.
  • Provide weekly status reports and maintain hours worked on projects.
  • Follow change and case management procedures as required and provide action plans for fault resolution.
  • Perform isolation testing of problem equipment and/or software and document solutions, guidelines, and issues.
  • Provide documentation of all solutions and share reports with USPS Management.
  • Implement escalation processes and/or procedures and follow USPS quality assurance programs.
  • Provide on-site system or application support for deployment/installation as required.
  • Interact with all USPS functional groups to accomplish objectives and maintain documentation of configurations and changes.
  • Provide training and information sharing to users and other administrators and maintain leadership qualities consistent with USPS standards.
Shift information

Shift work hours: Candidate must be open to shift work or specify which shift is highly preferred.

Group 3 covering 3 shifts with MON/TUE off days

1st shift 7:00 AM – 3:30 PM

2nd shift 3:00 PM – 11:30 PM

3rd shift 11:00 PM – 7:30 AM

Qualifications

Bachelor's with 20+ years (or commensurate experience)

Required Skills and Experience

  • Able to diagnose and resolve complex problems in an Oracle RDBMS environment.
  • Strong working knowledge and experience with UNIX and/or Microsoft Windows operating systems as well as other database technologies such as Postgres, NoSQL, SQL, and Cassandra DB.

Clearance Required: Candidates must be US Citizens or Permanent Residents to obtain and maintain USPS Public Trust.

Preferred Skills and Experience

  • Prior USPS experience or active USPS Public Trust.
  • Experience with middle-tier technologies including web and application servers, containers, container management technologies, messaging technologies, cloud platform and services, automation tools, scripting languages and monitoring tools.
  • Hands-on experience with Apache Tomcat, WildFly, Oracle Fusion Middleware (OFM), IBM WebSphere, Apache HTTP, Kubernetes, Docker and other containers, IBM MQ, Kafka, Zookeeper, Red Hat OpenShift, Red Hat 3scale, Ansible, Google Cloud Platform, Microsoft Azure, Linux shell scripting, PowerShell, JYTHON, AppDynamics, Zabbix, SolarWinds, Neustar and Splunk.
