Job Description

Managing & Training Corporation (MTC) – Ernestine Glossbrenner Unit, San Diego, Texas. Role supports substance abuse treatment programs, ensuring compliance with MTC and Texas Department of Criminal Justice (TDCJ) directives.

Position Summary

Reports to the program director and provides advanced administrative support, processes information, maintains filing systems, and performs tasks in compliance with MTC and TDCJ policies.

Essential Functions
  • Performs complex technical assistance work; implements quality assurance utilization review procedures; and responds to inquiries regarding technical program and administrative rules, regulations, policies, and procedures.
  • Assists in monitoring, reviewing, interpreting, and evaluating the quality of services; compiles and analyzes data, prepares reports, and makes recommendations for improvements to treatment services.
  • Conducts quarterly and ongoing self-monitoring using approved self-monitoring plans and contract minimum compliance standards; works with program director to submit quarterly performance measures reports.
  • Prepares, edits, and distributes correspondence, reports, forms, and other documents; interprets and disseminates information concerning agency programs and procedures; and develops, coordinates, and maintains record keeping and filing systems.
  • Assists program director with developing clear goals, outputs, and measurable outcomes related to program objectives.
  • Assists program director in tracking and evaluating achievement of outcomes.
  • Promotes development of positive social skills by modeling appropriate behaviors, intervening when inappropriate behaviors are observed, and providing regular feedback to staff.
  • Maintains accountability of staff, inmates, and property; adheres to safety practices.
  • Performs other duties as assigned within capability as determined by management.
Education And Experience Requirements

Bachelor’s degree from an accredited college or university recognized by the Council for Higher Education Accreditation (CHEA) or the United States Department of Education (USDE). Two (2) years full-time, wage-earning substance abuse treatment experience. Each year of experience beyond the required two (2) years may be substituted for thirty (30) semester hours from an accredited institution on a year-for-year basis.

Must possess current valid licensure as a Licensed Chemical Dependency Counselor (LCDC) by the Texas Department of State Health Services (DSHS) or current certification as a Certified Criminal Justice Professional (CCJP) by the Texas Certification Board of Addiction Professionals, and current valid licensure as Qualified Credentialed Counselor (QCC) licensed to conduct counseling in a treatment environment. Must maintain valid licensure or certification for continued employment.

Valid driver’s license with an acceptable driving record required unless waived by management.

Post Hire Requirements
  • Must complete Correctional Awareness Training (CAT) prior to inmate contact.
  • Must successfully complete annual in-service training requirements and pass an annual background check approved by the Texas Department of Criminal Justice.
