Position Summary

The University of New Mexico Comprehensive Cancer Center (UNMCCC) Clinical Trials Financial Analyst (Medicare Coverage Analyst) reviews clinical research protocols, informed consent forms, clinical trial agreements, and related study documents to create a Medicare Coverage Analysis (MCA). The analyst determines whether a proposed clinical research study is a qualifying clinical trial under the Medicare Clinical Trial Policy (NCD 310.1) while considering Medicare/Medicaid Benefit Policies, third‑party Medical Benefit Policies, National Coverage Determinations (NCDs), Local Coverage Determinations (LCDs), CFRs, state laws, and professional practice guidelines. The analyst creates a billing justification plan or coverage analyses to identify which medical procedures and services are Routine Cost and billable to insurance and which are research and paid by the study sponsor for investigator‑initiated, industry‑sponsored, and non‑industry sponsored clinical trials across multiple clinical working groups. The analyst disseminates the coverage analysis, related guidance, and their impact on research billing processes to the Principal Investigator, research team, affiliate sites, and other research and administrative staff. The analyst may assist in developing institutional policies and procedures related to clinical research budgeting and billing, including the MCA process, and performs other duties as required.

Minimum Qualifications

  • Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.
  • Completed degrees from an accredited institution that exceed the minimum education requirement may be substituted for experience on a year‑for‑year basis.

Preferred Qualifications

  • Experience in healthcare finance, clinical trial budgeting, and operations analysis
  • Experience and knowledge of clinical trial protocols
  • Demonstrated experience in Clinical Research Billing and Billing Compliance
  • Understanding of Research Billing Compliance including National and Local Coverage Determination for routine costs and CMS Clinical Research Policy and professional practice guidelines
  • Knowledge of regulatory, financial, and administrative requirements of Medicare and third‑party billing of clinical trials; ability to review informed consent forms to reflect billable vs. sponsor‑paid items per MCA
  • Ensure consistency of payment terms in the coverage analysis with the protocol, informed consent, budget, and contract payment terms
  • Stay current with FDA and Medicare regulations and state laws applicable to research billing
  • Provide information on staffing and consumption patterns and details of costs for categories
  • Certification in coding, CPT, and HCPCS is preferred
  • Advanced knowledge of Microsoft Excel
