The Health and Safety Manager leads the implementation of a uniform Health and Safety (H&S) management system across all C&SEA countries, ensuring adherence to local H&S legislation and fostering a strong safety culture throughout the Area. This role is pivotal in establishing and continually improving a globally effective H&S management system to safeguard the well-being of employees and visitors across our sites.

General Responsibilities:

  1. Develop and Maintain Health and Safety Management System: Develop and maintain the C&SEA Health and Safety Management system, ensuring compliance with legislation, Global Standards, ISO 45001, and CWGC policies and procedures.
  2. External Liaison and Performance Management: Act as the principal point of contact for external H&S professionals, including consultants and occupational health professionals, and manage their performance effectively.
  3. Environmental and Sustainability Assistance: Provide assistance to the Area regarding environmental and sustainability issues, ensuring alignment with health and safety objectives.
  4. Health and Safety Reporting: Regularly report on the current health and safety performance of the business to relevant stakeholders.
  5. Safety Culture Promotion: Drive a positive safety culture across the Area, fostering awareness and engagement among employees.
  6. Legislative Compliance and Project Leadership: Keep abreast of existing, new, and emerging legislation, leading projects to ensure compliance in consultation with internal and external stakeholders.
  7. Monitoring and Incident Investigation: Develop an annual monitoring plan and oversee incident investigation processes, ensuring timely action is taken where necessary.
  8. Communication Management: Manage the content and flow of regular health and safety communications, engaging employees and promoting positive health and safety practices.
  9. Team Leadership and Support: Lead and support the Health & Safety Advisor, providing guidance and direction to ensure effective execution of duties.
  10. Strategic Planning and Implementation: Develop and present a strategic health and safety plan to the Senior Management Team, overseeing its successful implementation.
  11. Auditing and Inspection: Conduct audits and inspections of sites, identify areas for improvement, and report findings to relevant stakeholders.
  12. Documentation Management: Coordinate the update and maintenance of the Areas Health and Safety Manual and associated documentation.
  13. Budget Management: Manage and monitor delegated budgets, ensuring alignment with corporate objectives and achievement of health and safety goals.
  14. Management Review and Action Planning: Arrange and conduct Management Reviews, develop and monitor an Area action plan with measurable targets and objectives.
  15. Staff Consultation and Participation: Embed and chair staff consultation and participation initiatives across all countries, appointing worker representatives or champions.
  16. Training and Wellbeing Policy Development: Manage the compulsory training plan for the area, collaborate with HR to develop an Area Wellbeing policy and strategic plan.
  17. Representation and Support: Represent the area at central meetings with the Head Office and support the Health & Safety Director as required.
  18. Global Standards and Digital System Development: Develop, write, maintain, and roll out Global Safety Standards, support the design, implementation, and operation of a Digital H&S system.
  19. Risk Management and Local Action Plans: Develop and manage global risk assessments, support Area Directors with local H&S action plans.
  20. Committee Co-chairing and Training Support: Create monthly reports for and co-chair the H&S safety committee, undertake site audits, and provide training support.
  21. Mentoring and Coaching: Mentor and coach H&S safety advisors, improving their core H&S knowledge and skills.
  22. Contract Mobilization and Quality Systems Implementation: Assist with the implementation of Health, Safety, and Quality systems for new contract mobilizations, ensuring compliance with best practices and legislative requirements.
  23. Safety Culture Promotion and Business Continuity: Promote and develop a Safety Culture, undertake environmental, health, and safety planning, and prepare Business Continuity Plans when necessary.

Job Functional Knowledge:

  1. Experience: Brings more than 5 years of experience in international/European Health and Safety (H&S) roles.
  2. IT Proficiency: Demonstrates strong IT skills, particularly in Microsoft Office applications such as Excel, Word, and Outlook.
  3. Multi-Site and International Experience: Deep understanding of health and safety practices in a multi-site setting, preferably with international exposure.
  4. Management System Implementation: Proven track record in creating, implementing, and managing multi-site H&S management systems, preferably with international experience.
  5. Effective Communication: Ability to work and communicate effectively with individuals at all organizational levels, from Directors to Gardeners.
  6. Policy Development: Experienced in writing H&S standards and related policies and documents.
  7. Training Proficiency: Previous experience in training employees across various H&S areas.

Business Expertise:

Broad knowledge of Horticulture and Works tasks. Experience within a range of business types, e.g. commercial, not-for-profit, or public sector would be helpful. Must be able to quickly gain a detailed understanding of the whole organisation. International Experience.

Leadership:

Subject matter expert in safety legislation.

Interpersonal Skills:

Drive and enthusiasm with the ability to promote a positive Health and Safety culture. Resolute and consistent. Strong communicator with excellent interpersonal skills. Must be able to influence and negotiate both inside and outside the organisation. Must be comfortable dealing with sensitive issues with tact and diplomacy. Self-starter and self-reliant, ability to work under own initiative. Ability to work under pressure, prioritise and deliver. Strong report-writing skills. Team player. Mentor. Manage the Area Health and Safety setting clear goals and objectives. Provide H&S and Wellbeing leadership and support to the Area Management Team as required. Manage performance development and standards of behaviour for any direct reports. Provides leadership and guidance on all aspects of H&S to the Health and Safety Advisors.

Education and Knowledge:

Holds a Master's degree in engineering or equivalent field / a BSc/BA in safety management or relevant field is preferred. Possesses NEBOSH General Certificate in Occupational Health and Safety or equivalent. Demonstrates thorough knowledge of European legislation and guidance, with familiarity with international regulations being advantageous. Direct experience in dealing with regulatory agencies and compliance officers is preferred. Chartered membership (or working towards) of IOSH. Possesses a valid qualification in occupational health and safety. Qualified to NEBOSH Diploma level or equivalent with significant H&S Management experience. NEBOSH General Certificate in Occupational Health and Safety. Demonstrated knowledge of European legislation and guidance is essential with knowledge of international legislation and guidance desirable. Direct experience dealing with regulatory agencies and/or compliance officers is preferred.

Experience:

  1. Experience of developing writing and rolling out Global Safety Standards.
  2. Confident and experienced in undertaking site inspections and audits and following up actions.
  3. Proven track record of successfully developing an organisation-wide positive safety culture.
  4. Experience of initiating and driving change, including streamlining of processes and activities.
  5. Experience of implementing new H&S systems of work and the digitisation of core processes.
  6. Experience of writing reports for senior staff and H&S safety committees.
  7. Experience of managing safety advisors.
  8. Leadership and management training, mentoring and coaching.
  9. Experience of working internationally with different nationalities and in different jurisdictions.
