About the Asset Management Function

The Asset Management function was established in July 2025 to build the strategic, technical, and operational capacity needed to support Oaklee’s growth ambitions. The function is in its foundation stage, with a team of seven in place during 2025 and further roles under review for 2026 in line with Oaklee’s growth strategy. Work is underway to develop scalable structures, systems, and governance frameworks that will enable evidence-based investment planning, strong compliance oversight, and efficient programme delivery.

The function is also focused on creating a positive working environment, with a strong emphasis on work‑life balance, collaboration, and professional development as the team grows.

This role will play a central part in shaping the systems, technical standards, and ways of working that will define how the function operates. As the first Building Surveyor appointment, the post will help build in‑house technical capability, support compliance and investment programmes, and determine when to deliver activities internally versus procuring specialist external expertise. Over time, this role will be integral to reducing reliance on consultants and embedding a robust technical function within the organisation.

Key Responsibilities and Duties

Technical Leadership and Support

Act as the technical lead for the Asset Management function, supporting the Strategic Asset Manager, Senior Asset Officer, Senior Compliance Officer, and other departments.

Provide clear technical advice and guidance to shape programmes, inform decision‑making, and support the delivery of investment, compliance, and remediation activities.

Translate complex technical information into clear, accessible language for non‑technical colleagues and other stakeholders.

  • Contribute to strategic planning, policy development, and the establishment of technical standards.

Surveying and Technical Assessment

Undertake building pathology, stock condition, fire safety, and other technical surveys across residential schemes.

Diagnose defects (e.g. dampness, structural issues, ventilation, fire safety) and produce clear, evidence‑based reports.

Carry out or oversee intrusive surveys in line with the Code of Practice for Fire Safety Assessment of Buildings (2022) and the Code of Practice for Fire Safety Defects Remediation (2023).

Provide technical input to feasibility assessments, lifecycle costing exercises, and scheme reviews.

Programme and Project Delivery

Assist the Senior Asset Officer in managing outsourced survey and specialist consultancy programmes, including the development of briefs, procurement, and quality assurance of outputs.

Take ownership of technical issues from investigation through procurement, delivery, and sign‑off, with appropriate governance and documentation.

Provide technical input to planned investment and compliance programmes.

Contribute to the preparation of project scopes, specifications, and procurement documentation for remediation and investment works.

Compliance and Regulatory Oversight

Support compliance with the AHBRA Property and Asset Management Standard.

Apply knowledge of Irish Building Regulations, particularly Part B (Fire Safety) and Part D (Materials and Workmanship), and relevant Codes of Practice in surveying, reporting, and remediation activity.

Ensure survey and technical outputs meet statutory, regulatory, grant, and internal governance requirements.

Provide technical advice to colleagues on building regulations, workmanship, fire safety, and compliance matters.

Data, Systems and Reporting

Contribute to the development of structured technical records, asset data, and supporting systems to inform long‑term investment planning.

Support the implementation of standardised survey templates, workflows, and reporting formats.

Produce clear technical and summary reports for internal teams, senior management, regulators, and tenants.

Resident and Stakeholder Engagement

Engage with tenants in a professional, service‑focused manner, building trust and clear communication across diverse cultural and demographic groups.

Collaborate with Housing, Property Services, Development, and Finance teams to support the effective delivery of programmes and projects.

Key Skills and Competencies

Degree in Building Surveying (preferred) or a closely related technical discipline (e.g. architecture, building engineering, construction), with demonstrable building pathology and residential surveying experience.

Minimum 5 years’ relevant post‑qualification experience, with a clear focus on building pathology, technical surveying, and defect investigation in residential buildings.

Proven experience in managing remedial works end‑to‑end, including procurement and quality assurance.

Strong knowledge of BCAR and Irish Building Regulations, particularly:

  • Part B (Fire Safety) and Part D (Materials and Workmanship)
  • I.S. 813 (Domestic Gas Installations)
  • Relevant Codes of Practice (Fire Safety Assessment 2022; Fire Safety Defects Remediation 2023)

Experience managing external survey consultants and technical programmes.

Demonstrated ability to work in developing environments and contribute to building systems and processes.

Strong interpersonal skills and ability to work collaboratively within a multidisciplinary team.

Experience engaging with tenants or the public in a professional capacity.

Experience supporting planned maintenance and investment programmes, ideally within an AHB or Local Authority context.

Strong technical report writing and communication skills.

Full, clean driving licence and willingness to travel nationally.

Applications from candidates whose experience is primarily in design, civil engineering without pathology expertise, facilities management, valuation, agency, or planning will not be considered.

Chartered or actively working towards RICS / SCSI membership.

Familiarity with relevant ISO standards, particularly the ISO 55000 series (Asset Management) and the ISO 19650 series (Information Management).

Experience implementing structured filing systems, naming conventions, and SharePoint or similar platforms to support ISO‑aligned information management.

Basic drone pilot certification (A1/A3), or willing to undertake training.

Awareness of the Housing (Standards for Rented Houses) Regulations 2019.

Familiarity with the AHBRA Property and Asset Management Standard.

Proficiency in CAD and diagnostic survey tools.
